23:40 Protest held against Narsinghanand in UP, dozens of demonstrators booked
Members of the Muslim community staged a demonstration in Ghaziabad against controversial priest Yati Narsinghanand on Tuesday, blocking the service lane from Delhi to Ghaziabad at the UP Gate, prompting the police to register an FIR against scores of protestors.
The police said they have filed charges against 11 named individuals, including Zakir Ali Saifi, Dilshad Ahmed, Shakeel Ansari (national vice president of World Peace Harmony), along with 60 unidentified persons under Section 223 (disobedience to order duly promulgated by public servant) of the Bharatiya Nyaya Sanhita.
The protest, led by Haji Shakeel Saifi, chairman of the WPC, aimed to express their discontent against Narsinghanand for his remarks on Prophet Muhammad on September 29.
"The protesters attempted to enter Ghaziabad from Delhi without obtaining permission. Prohibitory orders are currently in place in the district," deputy commissioner of police (Trans Hindan) Nimish Patil said.
The demonstration featured slogans condemning Narsinghanand for comments he made during a programme organised by the Martyr Major Asharam Tyagi Sewa Sansthan at Hindi Bhavan, Lohiya Nagar.

23:22 AFSPA extended in 4 districts of Assam due to situation in Bangladesh
The Armed Forces (Special Powers) Act or AFSPA, under which an area is declared "disturbed" for the convenience of security forces, was extended in four districts of Assam for six months in view of the "recent disturbances" in Bangladesh and its potentially inimical effect on the law and order situation, according to a notification issued on Tuesday.
The districts of Tinsukia, Dibrugarh, Charaideo and Sivasagar will remain "disturbed area" under the AFSPA, it said.
Reports from various agencies obtained through the police headquarters have indicated that "due to sustained efforts and proactive counter-insurgency measures of the security forces, the overall scenario in the state of Assam has significantly improved during the last few years and particularly during last three years", the notification said.
"However, due to the recent disturbances in the neighbouring country Bangladesh and its potentially inimical effect on internal law and order situation, the Government of Assam recommends that the Armed Forces (Special Power) Act, 1958 may be retained for another 6 (six) months," it added.
The proposal was submitted to the Ministry of home affairs, which after due consideration decided to maintain the "status quo" regarding disturbed areas in the state for a further period of six months from October 1, the notification said.
These four districts have been the only areas under AFSPA in the state since October last year, with the law being gradually withdrawn from other parts.
It was withdrawn from Jorhat, Golaghat, Karbi Anglong and Dima Hasao last year, while other areas were taken out of its purview earlier. -- PTI

22:57 EVM battery strength not linked to results: Sources
Election Commission sources on Tuesday rejected claims by Congress leaders of alleged tampering of EVMs in some Haryana seats where machines with varying battery strength gave out different results.
The sources were responding to claims by Congress leaders who said complaints had been received from Hisar, Mahendragarh and Panipat that there were electronic voting machines with 99 percent battery on which the BJP won while units with 60-70 percent battery saw the Congress win.
"Have you understood this conspiracy? Where there was 99 percent battery in EVMs, the BJP won. Where there was less than 70 percent battery, the Congress won. If this is not a conspiracy, then what is it?" party general secretary Jairam Ramesh said Tuesday.
The EC sources explained that alkaline batteries are used in the control unit of EVMs.
New batteries are inserted in the control unit on the day of commissioning in the presence of candidates and are sealed, they said.
They explained that initially, the battery provides a voltage between 7.5 and 8 volts.
Hence, the battery capacity is displayed as 99 per cent when the voltage is above 7.4, they said. -- PTI

22:11 After Haryana rout, Cong's reminder to Maha allies
In the wake of its shock defeat in the Haryana Assembly polls, the Congress on Tuesday reminded its Maharashtra allies that it was the number one party in the Lok Sabha polls in the state.
Congress general secretary in-charge communications Jairam Ramesh's remarks came when asked about Shiv Sena-Uddhav Balasaheb Thackeray leader Priyanka Chaturvedi's reported comments that the Congress is found wanting in a direct fight with the BJP.
"In Maharashtra, I want to remind that in the Lok Sabha elections, the Congress was in the first place and 'coalition dharma' is that we discuss issues between ourselves and not through the media," Ramesh said.
"We are in alliance in Maharashtra, it is our responsibility to strengthen the alliance. We will not say anything about our allies," he said.
The BJP suffered a setback in Lok Sabha polls in Maharashtra, with its tally dwindling by almost half compared to 2019, while the opposition Maha Vikas Aghadi of Congress, Shiv Sena-UBT and Nationalist Congress Party-Sharadchandra Pawar were on a roll.
While the Bharatiya Janata Party and Shiv Sena won nine and one seat respectively, the Congress won 13, the Shiv Sena-UBT and the NCP-SP nine each.

21:50 More J-K voters opt for NOTA than those in Haryana
More voters in Jammu and Kashmir used the none of the above (NOTA) button against those in Haryana, latest Election Commission data shows.
In elections to the 90-member Haryana assembly, out of over two crore electors, 67.90 per cent had exercised their franchise.
Out of these, 0.38 per cent used the NOTA option on the voting machine.
In the three-phased Jammu and Kashmir assembly polls to 90 seats, 63.88 per cent of the total electorate voted.
Out of these, 1.48 per cent opted for the NOTA option.
According to trends, not more than two per cent of the voters have opted for the NOTA option, indicating continued reluctance of electors in choosing the option.
Introduced in 2013, the NOTA option on electronic voting machines has its own symbol, a ballot paper with a black cross across it.
After the Supreme Court order in September 2013, EC added the NOTA button on the EVMs as the last option on the voting panel.
Before the apex court order, those not inclined to vote for any candidate had the option of filling what is popularly called form 49-O.
But filling out the form at the polling station under Rule 49-O of the Conduct of Elections Rules, 1961, compromised the secrecy of the voter.
The Supreme Court had, however, refused to direct the EC to hold fresh polls if the majority of the electorate exercised the NOTA option while voting.
Recently, former chief election commissioner O P Rawat had said, "In the present situation, NOTA has only symbolic significance and it cannot have an impact on the election result of any seat."
"More than 50 per cent electors will have to once opt for NOTA in a seat to show the political community that they do not consider candidates with criminal background or other undeserving ones worthy of their votes. Only after this, pressure on Parliament and the Election Commission will increase and they will have to think about changing laws to make NOTA effective on the election results," he had said. -- PTI
21:41 Restoring J-K statehood to be priority: Cong
The Congress on Tuesday said the people of Jammu and Kashmir have defeated the 'mischievous designs' of the Bharatiya Janata Party to 'engineer a majority' and asserted that the Congress-National Conference government's priority will be the restoration of full statehood for the Union Territory.
The opposition party, however, also conceded that its performance in Jammu should have been better.
The pre-poll alliance between the National Conference and Congress managed to cross the halfway mark by securing 49 seats with the regional party getting the lion's share of 42 seats.
The BJP secured 29 seats. Congress general secretary in-charge communications Jairam Ramesh said the people of Jammu and Kashmir have given a clear, decisive, and convincing mandate to the NC-Congress alliance.
"The priority for the alliance government will be the restoration of full statehood for the UT of J-K. Of course, we have our manifestos, we will have a common programme. Both Congress and National Conference are duty bound to give a government, an administration that is responsible, responsive, accountable and transparent to the people of Jammu and Kashmir," Ramesh said at a press conference at the All India Congress Committee headquarters.
"I just want to say that the people of Jammu and Kashmir have defeated the mischievous designs of the BJP to engineer a majority of its own," he said.
Ramesh alleged that till Monday, this effort was being made but the people's verdict has come out very clearly and the moves of the BJP and those who were managing the elections to somehow cobble up a majority have been defeated.
"I admit that our performance should have been better in Jammu. There would be deliberation and review of that," he said. -- PTI
20:43 Will stake claim to form govt only after...: Omar
National Conference (NC) vice president Omar Abdullah on Tuesday said the Indian National Developmental Inclusive Alliance (INDIA) will stake claim to form the government in Jammu and Kashmir only after the alliance partners meet to elect the leader of the coalition in the assembly.
"Let the NC legislative party meet, I am not staking a claim to the chief ministership of J-K. It is for the alliance and the elected members to decide who they feel should lead the state over the next five years, and that is as far as I am willing to go," Abdullah told reporters outside his residence in Srinagar.
His remarks came after his father and NC president Farooq Abdullah announced Omar would be the chief minister.
The junior Abdullah said that as grateful as he was for the vote of confidence reposed in him by the NC president, 'this is a decision for the legislative party of the NC' and a decision to be taken by the allies together.
Let the party celebrate its win and colleagues heave a sigh of relief before a meeting of the NC's legislative party takes place, he added.
"In a couple of days, we will call our legislative party meet where the NC legislative party leader will be elected. Then, we will sit with the alliance to decide who will head it. Then, when we have all the letters of support, we will stake our claim to the LG for government formation," Abdullah said.
The NC leader said the mandate proves that the people have voted against the BJP's politics in Jammu and Kashmir.
"There was no division of votes in Kashmir and the higher reaches of Jammu. I think the people used their vote thoughtfully. It is now the responsibility of the alliance to provide a clean government which comes up to the expectations of the people," he added. -- PTI
20:12 Can't accept Haryana verdict, democracy lost: Cong
The Congress on Tuesday said it cannot accept the Haryana assembly polls verdict as there were 'serious issues' about the integrity of the counting process and functioning of the EVMs in some districts, and asserted that it would take up the matter with the Election Commission.
Alleging a conspiracy, the opposition party said that in Haryana 'democracy had lost and establishment had won'.
"Serious questions have been raised by our candidates. We will bring it to the notice of the Election Commission," Congress general secretary in-charge communications Jairam Ramesh said at a press conference with All India Congress Committee media and publicity department head Pawan Khera.
"What we have seen today in Haryana is a victory of manipulation and subverting the will of the people. It is a defeat of transparent, democratic processes. The chapter on Haryana is not complete, it will continue," he said.
Ramesh said the results in Haryana are 'totally unexpected, completely surprising and counterintuitive'.
They go against ground reality, against what the people of Haryana had made their mind up for which was for change and transformation, he added.
Khera alleged that complaints had been received from Hisar, Mahendragarh and Panipat that there were electronic voting machines (EVMs) with 99 per cent battery on which the BJP won while units with 60-70 per cent battery saw the Congress win.
"Have you understood this conspiracy, where there was 99 per cent battery in EVMs, BJP wins where there is less than 70 pc battery, Congress wins. if this is not a conspiracy, then what is it?" Ramesh said, adding that the complaints were from 12 to 14 seats as of now.
"Ye loktantra ki haar hui, hai aur tantra ki jeet hui hai (Democracy has lost and establishment has won)," the Congress general secretary said.
"All afternoon I have been in touch with the Election Commission, and the EC has replied to my complaints. I have replied to the reply of the EC. We have received very serious complaints about the process of counting, the functioning of EVMs in at least three districts, there are more that are coming in," Ramesh said.
"We have spoken to our colleagues in Haryana and this information is being collected. We hope to present this in a consolidated form to the Election Commission tomorrow or the day after, we will seek time from them," he said.
"I think under these circumstances, it is not possible for us to accept the results that have been announced today," Ramesh said.
He asserted that the party will introspect the results and a committee will also be formed.
"We will talk to everyone. But now is not the time for analysis, the important thing is that victory has been snatched from us. The systems have been misused. Everyone felt that the ground reality was in favour of change. The results that have come do not reflect that," Ramesh said.
The reason why the Congress is not accepting the results is because not only it is surprising and unexpected but there are serious issues with the integrity of the counting process and the functioning of the EVMs in at least three to four districts in which about 12 to 14 constituencies are involved, he said.
"EC is our first stop. It is a constitutional body, it is an independent body, we expect it to function constitutionally and independently," Ramesh said.
"There are serious questions about the instruments of the system, namely the EVMs and also the extraordinary pressure on local administration officials. It is a double engine pressure of the state government and the Centre.
"There was an environment in which people have lost by 200 votes, 300 votes, 50 votes, people who had healthy leading margins have ended up losing by 100-200 votes. This can be explained only by manipulation and pressure," Ramesh said.
The BJP coasted towards a hat-trick win with its biggest tally in Haryana and the National Conference-Congress combine was set to form government in Jammu and Kashmir, voters in both places giving the victors a decisive edge as counting day progressed with many a surprise on Tuesday.
One state, one Union Territory and three main stakeholders. Bucking exit poll predictions and pollsters in the first elections after the June Lok Sabha verdict, the results threw up a mixed bag for the BJP, sobering lessons for the Congress but clear-cut unambiguous victory for the NC, which led the alliance to power in Jammu and Kashmir. -- PTI
19:44 BJP win in Haryana victory of good governance: Modi
Prime Minister Narendra Modi on Tuesday hailed the Bharatiya Janata Party's win in the Haryana assembly polls as a victory of its politics of development and good governance, assuring people that the party will leave no stone unturned to fulfil people's aspirations.
In a series of posts on X, Modi also complimented the National Conference for its 'commendable' performance in the assembly polls in Jammu and Kashmir.
These elections in Jammu and Kashmir were very special, he said, noting that they were held for the first time after the removal of Articles 370 and 35(A) and witnessed a high turnout, showing people's belief in democracy.
He offered compliments to 'each and every person' of the Union Territory for this.
Expressing heartfelt thanks to the people of Haryana, he conveyed his gratefulness to them for giving the BJP a majority for a third straight term.
Describing the win as a grand victory, he hailed the party's 'hardworking' members for serving the people and taking the organisation's development agenda to them.
"The BJP has achieved this historic win due to this," Modi asserted.
With the party also notching up its best-ever tally in Jammu and Kashmir as in Haryana, he said he was proud of the BJP's performance in the Union Territory.
"I thank all those who have voted for our party and placed their trust in us. I assure the people that we will keep working for the welfare of Jammu and Kashmir," he said, praising party workers for their hard work.

Surhjewala was addressing the public in Haryana's Kaithal Assembly constituency, from where his son Aditya Surjewala secured victory by 8,124 votes defeating BJP's Leela Ram.
"The Congress has called for a meet of party MLAs tomorrow. The Congress president and senior leadership has called me today to discuss on some things." Surjewala said.

18:34 Shah slams Cong's divisive politics in Haryana
Union Home Minister Amit Shah said on Tuesday that the massive victory of the BJP in Haryana is a victory of the unwavering faith of farmers, poor, backward, soldiers and youth in the BJP government led by Prime Minister Narendra Modi.
Shah also said the people of 'Veerbhoomi' Haryana have completely rejected the "negative and divisive politics" of Congress which "divides" people on the basis of caste and region.
The people have chosen the 10 years track record of development and welfare of poor of BJP, he added. "Salute to the people of Veerbhoomi Haryana.
This massive victory of the BJP in Haryana is a victory of the unwavering faith of farmers, the poor, the backward, the soldiers and the youth in the BJP government led by Prime Minister Shri @narendramodi ji," he wrote on X in Hindi. The home minister said Haryana, the land of farmers and soldiers, has taught a lesson to those who go abroad and insult the country for their vote bank.
"I express my heartfelt gratitude to the people of Haryana for giving BJP the opportunity to serve the state for the third consecutive time," he said. Shah said the BJP government at the Centre and in the state under the leadership of Modi will fulfil all aspirations and hopes of the people of the state.

18:27 Ek Modi sab par Bhaari: Giriraj Singh
As the BJP approaches the majority mark and edges towards a hat-trick in the Haryana Assembly, Union Minister Giriraj Singh praised Prime Minister Narendra Modi, stating that "one Modi outweighs everyone combined," and that the people of Haryana have taught Congress leader Rahul Gandhi a lesson.
"We are witnessing the results: 'Ek Modi sab par bhaari'... The people of Haryana have made him (Rahul Gandhi) learn a lesson. They trusted PM Modi, not Rahul Gandhi's statements. All the farmers and wrestlers are with us," said the Union Minister.
Criticising Rahul Gandhi and the Congress party for supporting the National Conference, Giriraj Singh added, "We have defeated the Congress in J&K as well. They are nowhere near the BJP... He (Rahul Gandhi) supported Farooq Abdullah, the same Farooq Abdullah who speaks about Kashmir and bringing back Article 370. Be it Haryana or Jammu and Kashmir, I want to thank the people in both."
According to the latest update on the Election Commission website, BJP has won 42 of the 90 Assembly seats in Haryana, with leads in 6, while Congress has won 34 seats with leads in 3 seats.

18:09 J-K poll results: 7 independents emerge victorious
Seven independent candidates have emerged victorious in the Jammu and Kashmir Assembly polls, marking an increase from the 2014 elections when three such candidates had won.
Satesh Sharma, who left the Congress and contested as an independent from the Chhamb seat of Jammu region, won the election by defeating BJP candidate Rajeev Sharma with a margin of 6,929 votes. Satesh Sharma, 42, who is son of two-time MP and former Congress minister Madan Lal Sharma, polled 33,985 votes.
Former deputy chief minister and Congress candidate Tara Chand, who had won this seat three times, finished third with 16,449 votes. In Inderwal, independent candidate Payare Lal Sharma defeated veteran leader Gulam Mohammad Saroori by a narrow margin of 643 votes. Sharma received 14,195 votes, while Saroori, also an independent candidate, secured 13,552 votes. Saroori had previously won this seat twice.
18:02 Serious issues with H'yana counting process: Jairam
Alleging a conspiracy, the Congress on Tuesday said it would not accept the Haryana Assembly poll result as it raises serious questions about the integrity of the instruments of the democratic system.
Congress general secretary Jairam Ramesh said the Haryana result is a victory of manipulations, and subverting the will of people. He also alleged that it is a defeat of the transparent and democratic processes.
Ramesh claimed there were serious issues with the counting process and the functioning of the electronic voting machines (EVMs) in around 14 constituencies and that Congress would take up the matter with the Election Commission soon.
"Results in Haryana are totally unexpected and surprising. They go against ground reality and the sentiment of the people which was for change, Ramesh said at a press conference with Congress' media and publicity department head Pawan Khera. "Under these circumstances, it is not possible for us to accept these results (in Haryana)... there are serious issues raised by our candidates which we will raise with the EC," Ramesh said.
"Victory has been snatched from us in Haryana... the results are against the sentiment of the people which was for change. The Congress has been made to lose in Haryana and the chapter is not closed," Ramesh said.
On the Jammu and Kashmir results, Ramesh said the people have defeated the mischievous designs of the BJP to muster a majority somehow.

PDP president Mehbooba Mufti on Tuesday said the Centre should take a lesson from the decisive verdict of the Jammu and Kashmir Assembly polls and "not meddle" in the affairs of the upcoming National Conference-Congress government.
She congratulated the National Conference (NC) leadership on its victory and said her party would play the role of a constructive opposition.
"I congratulate the NC leadership for its spectacular win. I also want to congratulate the people of J-K for voting for a stable government and not a hung assembly because they faced several problems, especially after August 5, 2019. A stable and strong government is very important for the resolution of those problems," Mehbooba told reporters in Srinagar.
"It seemed that if there was not a clear mandate, then there would be some misadventure," she said. She also welcomed the NC's announcement that its vice president Omar Abdullah, who contested from Budgam and Ganderbal seats and won both, would be the chief minister. The PDP chief said the Centre should take a lesson from the verdict and "not meddle" in the government's affairs.
"If they do that, it will be disastrous and worse than what has happened to them now," she said.
"A message has gone out that the people of J-K are wise and clever and that they do not want any horse-trading by the Centre here," she added. Mehbooba said the people thought the NC-Congress alliance would provide a stable government, "fight the BJP and keep it away".
"I think that is the biggest reason (for the victory of the NC-Congress alliance)," she said. The PDP chief also expressed her gratitude to her party leaders and cadre who worked for it "even in such a difficult situation" and appealed to them to not lose heart.
"We will play the role of a constructive opposition. The issues of the people do not end with an election," she said.
Asked about the PDP's dismal performance in the polls, the former chief minister said her party might be down but was not out. "These things happen. What can you do about it? This is the people's choice and you should accept that choice. This is democracy," she said. The PDP won only three seats in the assembly polls, down from 28 in 2014.
"We are not at a low. We are in the fight everywhere. Who is fighting the NC? Who gave a challenge to the CM face in Ganderbal and Budgam? It is the PDP. We are a force to reckon with. We may be down, but we are not out," Mehbooba said.
"This is not a crisis for the PDP. The PDP has an agenda and a vision which perhaps no other party has," she added. Asked about the nomination of five MLAs by the lieutenant governor (LG) to the assembly, Mehbooba said it was immoral and unconstitutional.
"Very wrong on their part. The people of J-K have voted clearly, but if there was a fractured mandate, then it would have caused problems. The LG should not do so. This is immoral and unconstitutional," she said. According to reports, the LG will nominate five members to the assembly based on the Union home ministry's advice. -- PTI
17:43 Nepo kid Iltija lost from PDP bastion: BJP
BJP IT cell head Amit Malviya posts on the J-K results.
"Out of the 29 seats won by the BJP in the Jammu region, it has secured a vote share of more than 50% in 21 seats. In 8, its vote share is between 40-50%. This is a comprehensive mandate for the BJP's brand of developmental politics.
"Iltija Mufti, a nepokid, rabid Islamist, who supported Hamas and Hezbollah, suffers a humiliating defeat in Bijbehara, a PDP bastion. People of Kashmir want peace and development."
Iltija Mufti, daughter of former chief minister Mehbooba Mufti lost her elections from Surgufwara-Bijbehara.
17:38 Cong's narrative appears to have failed to find resonance with voters
As the BJP looks set to retain Haryana, the Congress' poll campaign, which was built around various issues including unemployment, farmers' plight and Agnipath scheme, appeared to have failed to click with a majority of the voters.
The intense poll campaigns by the senior Congress leaders, including Rahul Gandhi and Priyanka Gandhi Vadra, also could not yield the desired result for the opposition party. The party was looking to make a comeback after a decade by wresting power from the BJP.
However, the trends showed that the ruling BJP has crossed the majority mark in the Haryana assembly and was leading on 51 seats, while the Congress was ahead on 34.
The Congress had built its poll narrative around unemployment, farmers' demand for a legal guarantee to minimum support price, the Agnipath military recruitment scheme and inflation in order to target the BJP's 10-year tenure. However, BJP leaders including Prime Minister Narendra Modi and Home Minister Amit Shah countered the Congress party's offensive with the transparent system of providing government jobs and guaranteed and pensionable job for an Agniveer hailing from Haryana.
The BJP hit back at the Congress with the 'kharchi-parchi' (bribery and favouritism) in government jobs during Bhupinder Singh Hooda's 10-year dispensation. It also promised two lakh government jobs for the youth without 'kharchi-parchi', a reference to the alleged corruption prevailing earlier under the Congress regime.
The ruling party also highlighted giving MSP on 24 crops in Haryana, claiming that it was the first state in the country to do so. In its poll promises, the BJP promised Rs 2,100 per month to women under the Lado Lakshmi Yojna and also announced to give a cooking gas cylinder at Rs 500 under the Har Ghar Grihni Yojna. Bringing Nayab Singh Saini, an OBC face, as chief minister after replacing Manohar Lal Khattar in March by the BJP, also appeared to have worked to the advantage of the ruling party.
