Owner of a seedy dive he optimistically calls a tavern, Moe is the loathsome and repulsively selfish bartender catering to Springfield's drunks. Homer is regularly seen at the bar, as are Bart's infallible prank phone calls.

Named to match Fred Flintstone's best friend Barney Rubble, Barney and his loud belch provide a valuable insight into Springfield's beery underbelly. When sober, however, he is not just a skilful man of many talents, but also a wonderful tenor singer. Sobriety however comes below turpentine on the committed drunk's priority list. He keeps Moe's Tavern alive.
