Chelsea re-signed David Luiz and Premier League champions Leicester City broke their transfer record for striker Islam Slimani as English clubs exceeded the one billion pounds barrier when the curtain fell on transfer deadline day.

Arsenal and England midfielder Jack Wilshere completed an unexpected loan move to Bournemouth, while Tottenham Hotspur pipped Everton to Newcastle United's Moussa Sissoko in a deal said to be worth 30 million pounds ($39.41 million).

Fees paid by English Premier League clubs passed one billion pounds for the first time, according to financial analysts Deloitte.

That was inflated by the world record 89 million pounds that Manchester United paid Juventus for France midfielder Paul Pogba earlier in the window. United also got one of the close-season bargains in Zlatan Ibrahimovic who joined as a free agent.

The highest fee on deadline day, reported to be about 34 million pounds, was paid by Chelsea for Brazil defender Luiz who had left the London club to join Paris Saint-Germain two years ago for 50 million pounds.

Chelsea also completed the signing of Spanish left back Marcos Alonso from Fiorentina for 24 million pounds, making them the Premier League's biggest spenders on the final day.

Premier League champions Leicester City paid a club record fee for Sporting Lisbon's Algeria striker Islam Slimani just hours before the transfer window closed on Wednesday.

Leicester were among 13 Premier League clubs to break their club transfer record, and it was the third time they had set their club record in the window.

France midfielder Sissoko appeared set for a move to Everton before Spurs nipped in to sign the player, having earlier completed a deal to bring Olympique de Marseille forward Georges-Kevin N'Koudou to White Hart Lane in a five-year deal.

Manchester City, who splashed out millions on players such as England defender John Stones earlier in the widnow, were among the clubs trimming their squads on deadline day.

Coach Pep Guardiola allowed England goalkeeper Joe Hart, Wilfried Bony, Samir Nasri and Eliaquim Mangala to leave on season-long loans.

Mario Balotelli ended his miserable spell at Liverpool by joining Nice in a permanent transfer.

Another England international, midfielder Wilshere, moved on loan to Bournemouth from Arsenal as he looks to get his career back on track after being plagued by injuries in recent seasons.

The player has moved for an initial 30 million euros (£25.4 million) with a further five million in add ons, Sporting said on their website. That eclipses the fee the Midlands club paid for Nigerian forward Ahmed Musa last month.

The 28-year-old Slimani has joined Leicester on a five-year deal, said a statement on City's website.

"To join a team like Leicester City is a huge honour and I can't wait to get started," said Slimani.

"I've always wanted to play my football in the Premier League and to get the opportunity to do that with the reigning champions was something I simply could not turn down."

Slimani had been given permission to leave the Algeria squad preparing for Sunday's African Nations Cup tie against Lesotho to have a medical with Leicester.

He scored 27 goals for Sporting last season, having moved to the Portuguese side from CR Belouizdad in his homeland in 2013.

Leicester, who have begun their title defence with a win, a draw and a defeat, next visit Liverpool on Sept. 10.

Nice sign Balotelli from Liverpool

Nice signed striker Mario Balotelli from Liverpool, with British media saying the Italy international has moved on a free transfer.

The 26-year-old joined Liverpool from AC Milan in 2014 but never fulfilled his potential at Anfield.

"We hope that, at Nice, with a family atmosphere, (Mario) will rediscover the pleasure of playing," Nice president Jean-Pierre Rivere told the club's website.

"We know, him and us, that it's not going to be easy, but with desire and, I hope, the backing of all of our supporters, we are going to help him to blossom and to bring all of his talent to the team's service."

He scored one goal in 16 Premier League appearances in his first campaign at the Merseyside club and was sent back to Milan on loan last season where he found the net once in 20 appearances during an injury-hit campaign.

Balotelli, one of modern football's mavericks, won the Champions League and three Serie A titles with Inter Milan and lifted the Premier League and the FA Cup during a 2-1/2 year spell with Manchester City.
