Statistics from the Association for Democratic Reforms analysis of the newly-elected legislative assemblies in Nagaland and Tripura indicate that there are 36 and 8 crorepatis respectively in both the Houses. Vicky Nanjappa reports:
Eight out of the 60 (or 13 per cent) MLAs in Tripura are crorepatis, where the Left Front government-led by Chief Minister Manik Sarkar swept the assembly elections.
In 2008, there were 5 per cent crorepati MLAs (3 out of 60) in the state.
The average asset per MLA in Tripura assembly elections 2013 is Rs 53.61 lakhs. In 2008 Tripura assembly elections for the 60 MLAs analysed the average asset per MLA was Rs. 29.98 lakhs.
Among major parties, the average asset per MLA from the Communist Party of India-Marxist is Rs. 27.59 lakhs and Rs. 1.83 crore for the Congress MLAs.
In 2008 the average asset of CPI-M MLAs was Rs. 14.86 lakhs and Rs. 1.052 crore for those from the Congress.
The top three MLAs with highest declared assets are (in decreasing order): Dilip Sarkar of Congress from Badarghat (SC) constituency with Rs. 4.58 crore worth of assets, followed by Pranajit Singha Royof of Congress from Radhakishorpur constituency with assets worth Rs. 4.03 crore and Biswabandhu Sen of Congress from Dharmanagar constituency with assets worth Rs 2.25 crore.From CPI-M, the MLA with highest assets is Jitendra Choudhari from Manu (ST) constituency with assets of Rs 1.55 crore.
A total of 11 MLAs out of 60 analysed in the Tripura assembly have declared assets less than Rs 10 lakh, and 6 MLAs (or 10 per cent) have declared criminal cases against themselves.
All the 6 MLAs with declared criminal cases are from the Congress, the ADR statistics revealed.
In the 2008 assembly elections, 5per cent of the MLAs (3 out of 60 MLAs) had declared criminal cases against themselves.
Out of the total 6 MLAs who have declared criminal cases, 5 have declared serious criminal cases like murder and attempt to murder.
Out of these 6 MLAs with self-declared criminal cases, charges have been framed against 4 MLAs in various cases. These are Ratan Lal Nath (Congress), Gopal Chandra Roy (Congress), Birajit Sinha (Congress), and Biswabandhu Sen (Congress).
Out of the 59 MLAs in the newly-elected Nagaland assembly, 36 (or 61 per cent) are crorepatis. In 2008, there were 38 per cent crorepati MLAs (23 out of 60 MLAs in 2008) in the state assembly.
The average asset per MLA in the 2013 Nagaland assembly elections is Rs 3.18 crore. In 2008 Nagaland assembly elections the average asset per MLA was Rs.3.8 crore for the 60 MLAs analysed.
Among major parties, the average asset per MLA for the Nagaland People’s Front is Rs 3.67 crore and Rs 3.45 crore for those from Congress.
In 2008, the average asset per MLA for NPF was Rs 3.70 crore and that for Congress was Rs 5.28 crore.
The top three MLAs with highest declared assets are (in decreasing order): Neiphiu Rio of NPF from Northern Angami-II constituency with Rs. 30.07 crore worth of assets and Tokheho of Congress from Dimapur-III constituency with declared assets worth Rs 13.74 crore and Nuklutoshi of NPF from Arkakong constituency with assets worth Rs 13.29 crore.
Out of the 59 MLAs analysed in Nagaland, 1 MLA (or 2 per cent) has declared criminal cases against him. In 2008 assembly elections, none of the MLAs had declared criminal cases against themselves.
NPF MLA Neiba Kronu from Pfutsero constituency has declared charge of Prevention of Corruption Act and charge charge under criminal conspiracy. He has also declared that charges have been framed against him.
