Highlighting Maharashtra government's laxity in tackling the 26/11 terror attacks, the Ram Pradhan Committee report has pointed out that a study group formed after July 2006 train blasts, for suggesting measures to heighten security in the megapolis and other cities, has failed to submit its report so far.

"In the wake of the 2006 serial train blasts, the state's home department appointed a study group comprising retired senior police and military officials on October 31, 2006, for suggesting measures for strengthening the security of Mumbai and other major cities in the state," the report said.

It further says that "although the group was expected to submit recommendations with three months, the first meeting of this group was called only on January 27, 2007, by the then commissioner of police, who was the convenor," adding that "the group had not submitted any report so far".

A series of seven bomb blasts ripped through the suburban trains in the city on July 11, 2006 within a span of 11 minutes.

The bombs were allegedly set off in pressure cookers on trains plying on the western line. Over 200 people lost their lives and around 700 were injured.
