NDA threatens to disrupt Parliament

A variety of issues ranging from the Centre's decision to file a fresh affidavit on defence procurements in the Supreme Court against former defence minister George Fernandes to the Nanavati Commission report on anti-Sikh riots are expected to be raised when the Budget session of Parliament resumes its second phase on Tuesday.

The National Democratic Alliance on Monday night threatened to stall Parliament proceedings to press for the withdrawal of the second affidavit filed against Fernandes.

"We strongly condemn the second affidavit. We will raise the matter right from the time the House meets tomorrow. We will demand the withdrawal of the fraudulent affidavit," Bharatiya Janata Party spokesman V K Malhotra told reporters after a two-hour meeting of the NDA.

Asked about the mode of protest NDA would adopt, he said the matter would be raised forcefully. "We will raise it at the beginning of the Question Hour. If the Speaker allows, the House will function. Otherwise, there may be disruptions," he said.

Malhotra said the NDA would also demand the Phukan Commission report on Tehelka expose and the Central Vigilance Commission report on the defence deals be tabled in the House.

NDA convenor George Fernandes, BJP president Lal Kishenchand Advani and representatives from the Shiv Sena and the Biju Janata Dal attended the meeting at former prime minister Atal Bihari Vajpayee's residence.

The BJP-led Opposition is also determined to move amendments to the Finance Bill seeking, among other things, increased tax rebate for women, senior citizens and government employees. The party will also demand immediate withdrawal of the tax on cash withdrawals, which had come in for severe criticism.

The opposition will also seek the immediate tabling of the Nanavati Commission report in the House.

With the House expected to take up the Demands for Grants of Ministries, the focus is likely to be on ministries like human resource development, and the BJP is expected to take a strong exception to the 'de-saffronisation' by the ministry.

The Mayawati-led Bahujan Samajwadi Party is likely to raise the issue of law and order in Uttar Pradesh. The party has been demanding the dismissal of the Mulayam Singh Yadav government since its member of Legislative Assembly Raju Pal was murdered in Allahabad recently.

The Telugu Desam Party is up in arms against the Congress in Andhra Pradesh following the killing of party MLA Paritala Ravi.

Meanwhile, in an effort to have the functioning of the Lok Sabha streamlined, Speaker Somnath Chatterjee will discuss with leaders of political parties the issue of members of Parliament raising only matters of national importance during Zero Hour.

The leaders will be requested to impress upon their party members the need to raise issues of immediate national importance with special emphasis on any major development that has taken place during the period between the adjournment of the House for the day and when it meets on the next day, sources said.
