Leader of the opposition Shaktisinh Gohil also termed Modi's Sadbhavna Mission a "farce and publicity stunt".
Gohil's comments come two days ahead of Modi's second leg of his Sadbhavna Mission from Dwarka in Jamnagar.
The Congress leader said that Modi should also first clear if the his three-day Sadbhavna fast was a government function or a BJP party event.
"If it was a government function, Modi should come out with a white paper on the expenditure and also explain why he did not invite the opposition party in a government function," he said.
"In the last ten years of misrule, problems of people of state have compounded. Debt of Gujarat has crossed the Rs 1,37,000 crore," Gohil said.
"Modi is blowing his trumpet of development, but the number of unemployed has increased. As per government records, the number of educated unemployed is 8,25,488. This is two lakh more than that during the Congress rule," he claimed.
Gohil alleged that Modi was giving away lands, reserved for public interest, to industrialists at a throw-away prices.
Modi completed ten years as the chief minister of Gujarat on October 7.
Gohil said that Modi's claim of vibrant Gujarat was a hoax as hardly any investment has come to the state by way of much-publicised investors' summits.
"The chief minister is insulting people of the state by taking credit for people's efforts, without doing anything," Gohil said.
With regards to security of the state, Gohil said, "Gujarat does not have any history of terrorist attacks. But due to speech and political agenda of communal disharmony of the chief minister, terrorist attacks have taken place in the state during the last 10 years."
"This is because the CM wants terrorists to attack the state to strengthen his vote bank, while ensuring his own security," he added.
With regard to arrest of suspended IPS officer Sanjiv Bhatt, Gohil said that the officer was being penalised for speaking the truth.
"Looking at the FIR and the statement of the complainant in the case, it appears that Bhatt should not have been arrested at all, as there was no case against him," he said.
When asked to comment on the incident that took place during L K Advani's anti-corruption yatra in Satna, MP, where allegations were made that local journalists were bribed to cover the yatra, Gohil said, "Advani can get money distributed in Parliament and anywhere else."
"But he (Advani) needs to be reminded that everybody in this country was not saleable," he added.
