Narendra Modi on Sunday slammed Congress for giving ticket to Adarsh scam tainted Ashok Chavan and promised to take "proactive" action against leaders guilty of corruption once BJP comes to power at the Centre.

"'Shahzada' had said he won't compromise with corruption. They said there would be an investigation. For Congress giving ticket is taking action.... Shameless. What Adarsh candidates they have...," the BJP Prime Ministerial candidate said taking on Rahul Gandhi at an election meeting in Nanded from where former Maharashtra Chief Minister Chavan is contesting.

Referring repeatedly to Adarsh scam, Modi said "Can there ever be a scam over widows of heroes who died in Kargil? It's not about a building in Mumbai or giving flats to in-laws."

Promising action on Adrash scam, he said no one will be spared when the new government assumes power after May 16.

"Can a brother ever steal from his sister? Can any parents harm their daughter? Your local candidate stole from his brother for power. Those who have looted the nation can not escape this tsunami," he said.

He said, "I take a vow that we will not spare those who looted the heroes of Kargil. This is not how things run. Adarsh shows the attitude of Congress towards our heroes and our armed forces," Modi said.

Raising the issue of black money, he said "Congress will not bring black money because they know who the money belongs to. But India demands that the black money be returned."

"Those who looted the country will go to jail. When we get back the black money, we will use it for the betterment of the poor in the country.

On the issue of corruption, Modi said "Guilty will be punished. I do not care which party he or she belongs to. Parties won't have to compromise on tickets. We stand for clean politics."

He also promised to constitute special courts for the speedy trial. "All leaders accused of corruption will be dealt with proactively," Modi said.

Referring to the now infamous Nirbhaya case, Modi said the December 16 gangrape incident happened in 2012, "today I heard of another rape in Delhi. They've made it the rape capital."
