The Central Vigilance Commission has sought clarification from Delhi government on alleged irregularities in purchase of a secure communication network 'Tetra' for the Commonwealth Games for about Rs 100 crore.

"A letter has been sent to Delhi government seeking further clarification on the alleged irregularities in procurement of Tetra," a CVC official said.

He said that the anti-corruption watchdog has received several complaints including one from Delhi BJP leader Harsh Vardhan citing major lapses in the purchase of hi-tech system.

Tetra communication network comprises of encrypted wireless sets to be used for communications. Delhi government had procured it from a leading private vendor to facilitate secure communication between various stakeholders including Delhi police for the Games held in Delhi last year.

However, officials faced several technical and operational flaws while using the system.

This is the second time since the anti-corruption watchdog has sought clarification from the Delhi government officials. Earlier this, the CVC has sought a detailed query asking tender and technical details of the system.

"There was some more information needed by the Commission. The CVC will finalise its report after receiving the response," the official said.

According to official sources, the use of Tetra system has become a major issue between Delhi police and Delhi government which had insisted on its use despite complaints of technical problems. "There are several operational problems with Tetra. We have written to them," a Delhi police official, part of its technical committee, said.

The CVC is looking into alleged irregularities in the execution of 71 the Games-related projects worth several crores by government civic and construction agencies.
