The two have been arrested for their alleged role in selling a type of crackers which had been banned by the government long ago, Inspector General of Police, South Zone, S S Krishnamoorthy, IG (Railways) C V Rao and City Police Commissioner Nandabalan told mediapersons in Madurai.
Cases have been registered against them under IPC 304(a) (negligence) and Explosive Substances Act, they said.
Police officials ruled out the hand of Maoists in the blast that took place on Tuesday and said it was an accident due to transport of banned crackers.
They said action would be taken against police personnel who had allowed the manufacture of these crackers without license. Two persons were killed on the spot and nine injured, two seriously, when a parcel containing fireworks exploded soon after it was offloaded from a passenger train yesterday at Sholavandan station, 30 km from Madurai.
