In addition, the only lacuna that can be seen is that of the reforms acquiring the 'Naidu' effect, that of getting identified with Naidu. To that effect, the reforms are perceived of as being more personality driven than system driven. This is something that needs to be addressed. If Naidu can achieve this, he would have done yeoman's service to Andhra Pradesh.
