The Supreme Court on Friday will hear the petition filed by journalist Arnab Goswami challenging the FIRs registered against him in various parts of the country.
A bench of Justice DY Chandrachud and Justice MR Shah will hear the petition at 10.30 am.
Reportedly, hundreds of FIR have been filed against Goswami in various states across the country.
Earlier today, Union Information and Broadcasting Minister, Prakash Javadekar, condemned the attack on Republic TV editor-in-chief Arnab Goswami saying that this is "against democracy".
Two persons were arrested on Thursday morning for allegedly attacking Republic TV editor-in-chief Arnab Goswami and his wife Samyabrata Ray in Mumbai.

23:24 MHA rejects Punjab's request to open wine shops
The Union Home Ministry on Thursday rejected the Punjab government's request for opening of liquor shops in the state during lockdown, officials said.
The request came after the Home Ministry made it clear in its consolidated revised guidelines that no liquor shop will be allowed to open anywhere in the country.
There was a request from the Punjab government to allow opening of the liquor shops in the state during lockdown but the ministry has turned down it, a senior Home Ministry official said.
In its guidelines for the lockdown, issued on April 15, the ministry said there should be strict ban on sale of liquor, gutka, tobacco during lockdown. Bars were also ordered to be shut.
Two states, Assam and Meghalaya, allowed opening of the liquor shops in the first phase of lockdown, which was from March 25 to April 14.
However, the liquor shops in the two Northeastern states were ordered to shut down from April 15.

23:16 UAE relaxes lockdown for month of Ramadan
The UAE has announced it will be relaxing the 24-hour lockdown for the month of Ramadan. The new lockdown timings will be 10 pm to 6 am -- allowing residents to step out during the day.
For the last three weeks, Dubai had imposed a strict lockdown, during which residents were asked to stay at home. The two main cities -- Dubai and the capital Abu Dhabi - are also initiating a plan to reopen shopping malls soon.
They have issued a set of guidelines on the eve of Ramadan that include capping mall capacity to 30 per cent and the management ensuring two-metre social distancing in all common areas. Visitors will be allowed to shop for a maximum of three hours and it will be mandatory to wear a mask at all times.
Restaurants will have to restrict seating capacity to 30% and maintain a distance of six feet between tables.The authorities in Dubai have also announced a plan that would allow residents to receive family members during Ramadan and leave home for one outdoor activity" but the gathering cannot exceed 10 people.
Physical contact such as handshakes and hugging will be strictly prohibited during such gatherings, according to the guidelines issued. However, congressional prayers at mosques will still not be permitted across the UAE. Metro services in Dubai are also expected to start operations soon.
The UAE has reported 8,756 cases of Covid-19 and a total of 56 deaths.

22:45 BJP alleges Kishor went to Kolkata in lockdown
The Bihar BJP accused election strategist-turned-politician Prashant Kishor of travelling to Kolkata secretly in a cargo plane, dodging the lockdown, at the instance of his current benefactor and West Bengal Chief Minister Mamata Banerjee.
Kishor, who earlier worked with the BJP but turned into its strident critic of late, reacted with indignation, saying he would retire from public life if the allegations were proven true.
He also asserted that those levelling the allegation against him should apologise.
In a statement, state BJP spokesperson Nikhil Anand asked by whose permission did Kishor, who is neither a government official nor a crew member of any air carrier nor a medical personnel, travel to Kolkata.
"Why must this travel not be considered illegal in view of the lockdown?" he asked.
"We demand that the documents which have facilitated his travel, secretly in a cargo plane dodging the lockdown, be made public. Else we would put pressure on the Airport Authority of India and the Civil Aviation Ministry to order an inquiry into the episode," Anand added.
He also alleged that Banerjee, who also heads the ruling TMC in West Bengal, has been a failure in tackling the coronavirus crisis and incapable of even optimally utilising the funds and resources provided by the Centre.
Anand said she had summoned Kishor for an image makeover.

22:16 3 Army personnel contract Covid-19 in Gujarat
3 Indian Army personnel have tested positive for Covid-19 in Baroda, Gujarat.
As per initial findings, an ATM booth seems to be the common source as they all had withdrawn money from it on same day.
Their 28 close contacts have been quarantined by the force as per protocol, say Indian Army sources.
Earlier, around 21 Indian Navy personnel too had tested positive in Mumbai.
21:54 India studying Trump's executive order on immigration
India is studying US President Donald Trump's executive order to temporarily halt immigration for 60 days, a move aimed at protecting the jobs of Americans in an economy battered by the coronavirus pandemic.
Government sources said people-to-people contact has been the bedrock of strategic ties between the two countries and India is assessing the possible impact of Trump's order on Indians in the US.
On Wednesday, the US president signed the order, temporarily stopping foreigners from getting green cards. He said it is aimed at protecting the jobs of American people in the wake of the coronavirus pandemic
"We have taken note of the order. We are are studying it. It doesn't cover non-immigrant visas and these programmes have benefited the economies of both countries," said a source.
"People to people contact has been the bedrock of ties between the two countries and we hope it will continue to be so," the source said.
It is not immediately known how many Indians may be impacted by the order.
The temporary suspension of immigration will affect those who are legally seeking entry into the United States for employment but it will not impact the ones who are already living in the country, the order said.

A dietician associated with the mess of the LNJP Hospital has tested positive for COVID-19, following which the kitchen of the facility was closed on Thursday till further orders, officials said.
The LNJP Hospital is a dedicated COVID-19 facility in Delhi.
The officials said a dietician associated with the mess has tested positive.
"The kitchen of the hospital has been temporarily shut till the test reports of the persons (who came in contact) sent to quarantine becomes available," the official said.
At present, the food at the hospital is being provided by two in-house canteens. Food has also been sponsored by a private company, they said.

21:08 Odisha orders complete shutdown in 3 districts
The Odisha government announced a curfew-like complete shutdown in three hotspot districts of Balasore, Bhadrak and Jajpur from 10 pm on Thursday to conduct active surveillance and contact tracing for COVID-19.
Chief Secretary A K Tripathy said all activities will remain suspended for 60 hours till 10 am on April 26 during the shutdown in the three districts, which will be like a
curfew.
All shops dealing in essential commodities will remain closed during the period barring some select medicine stores, he said.
"We were compelled to take the step because of the extraordinary situation created following the detection of 29 COVID-19 cases within a span of only five days in these three districts," the Chief Secretary said.
Odisha has reported 87 confirmed cases of coronavirus so far, including one death.
Tripathy said a similar complete shutdown imposed earlier in Bhubaneswar for 48 hours in the first week of this month had yielded good results as no COVID-19 case has been detected from the state capital since April 14.
Stating that the situation in these districts has become a cause of concern for the state, he said since most patients have West Bengal links concrete steps have been taken to seal the border with the neighbouring state to prevent unauthorised entry.

Actor Vicky Kaushal on Thursday slammed reports that he was caught by the Mumbai police after he allegedly broke the lockdown and stepped out of his house.
There were rumours that the "Uri: The Surgical Strike" star left his house to meet another Bollywood actor but was pulled over by the cops and fined.
Tagging Mumbai Police, Vicky took to Twitter and urged people not to pay attention to hearsay.
"There are baseless rumours suggesting that I broke the lockdown and got pulled up by the cops. I've not stepped out of my house since the lockdown started.
"I request people not to heed the rumours. @MumbaiPolice," the actor wrote.
Since March 25, India has been under lockdown with around 1.3 billion people asked to stay home in view of the coronavirus outbreak, which has infected over 21,000 people and claimed 686 lives in the country.

20:21 No action against CEOs if worker found positive
The Union government Thursday said no legal action will be taken against the CEO of a company nor a factory will be sealed in case an employee tests positive for COVID-19.
In a letter to the chief secretaries of all states and union territories, Union Home Secretary Ajay Bhalla said some apprehensions, based on wrong interpretation of the guidelines, have been raised in the media and by some companies having manufacturing facilities.
He listed the three wrong apprehensions as: (A) States may take legal action including imprisonment of CEO in case a COVID-19 positive employee is found in the factory.
(B) In such a situation, the premises of the factory would be sealed for 3 months.
(C) In case of non-compliance of precautionary measures, the factory may be closed down for two days and may be allowed to restart after full compliance.
"I would like to clarify that there is no such clause in the consolidated revised guidelines and therefore there is no basis for such misplaced apprehensions," Bhalla said in his letter.

A method to detect COVID-19 which will significantly reduce the cost of testing, making it affordable for a large population in the country, developed by Indian Institute of Technology, Delhi has got the approval from ICMR, officials said on Thursday.
IIT Delhi is the first academic institute to have obtained ICMR approval for a real-time PCR-based diagnostic assay.
"The test method has been approved by ICMR. The assay has been validated at ICMR with a sensitivity and specificity of 100 percent. This makes IITD the first academic institute to have obtained ICMR approval for a real-time PCR-based diagnostic assay," a senior official told PTI.
Using comparative sequence analyses, the IITD team identified unique regions (short stretches of RNA sequences) in the COVID-19 and SARS COV-2 genome.

19:24 Arnab attacked: PCI seeks report from Maha govt
The Press Council of India on Thursday condemned the alleged attack on senior journalist Arnab Goswami and called for a report from the Maharashtra government over the incident.
Two motorcycle-borne persons allegedly attacked Goswami's car in Mumbai and tried to break its glass window when he and his wife were on their way home in the early hours of Thursday, police said.
Both the attackers have been arrested.
In a statement, the Press Council of India (PCI) said it is distressed to know about the alleged attack on Goswami 'purportedly for his views as a journalist'.
'Every citizen in the country, including a journalist, has the right to express their opinion which may not be palatable to many but this does not give anybody the authority to strangulate such a voice. Violence is not the answer even against bad journalism,' the PCI said.
Goswami is the editor-in-chief and owner of Republic TV. The council condemns this attack and expects from the state government that it will apprehend the perpetrators of crime and bring them to justice immediately, the statement said.
While taking suo motu cognisance of the matter, the PCI chairman has asked the Maharashtra government, through the chief secretary and Commissioner of Police, Mumbai, to submit a report on the facts of the case at the earliest, the PCI said.
The National Union of Journalists (India) also condemned the alleged attack on Goswami, saying if anybody is aggrieved about anything they should choose an appropriate path to show their protest instead of violence.
The NUJ(I) also said that journalists and media houses should also never cross their limit at any cost and strictly stick to professional ethics.
The journalist has invited sharp criticism from Congress leaders for his remarks aimed at their party president Sonia Gandhi during a TV discussion on the Palghar incident in which three persons, including two sadhus, were lynched. -- PTI
18:56 Use remaining lockdown period to prepare exit strategy: CWC
The Congress Working Committee in its meeting, held virtually, on Thursday demanded that the remaining period of lockdown should be used to prepare and publish a detailed 'exit strategy' and a comprehensive 'road map' for the future.
"The states must be empowered to devise solutions to challenges due to COVID-19," says the resolution adopted unanimously by the CWC, the party's highest decision-making body.
The ongoing nationwide lockdown is slated to end on May 3.
All India Congress Committee general secretary K C Venugopal said after the meeting that the CWC noted with concern that the Bharatiya Janata Party was 'seeking to inflame communal divisions' even as the entire nation battles COVID-19.
'The virus does not discriminate on the basis of caste, creed, religion or gender. As a nation, we must be wary of forces that seek to polarise in times of crisis such as these. The onus lies on us to ensure that we stand together as one nation in the face of all odds,' the CWC resolution says.
'The CWC strongly recommends a complete loan moratorium on agricultural and other loans for a period of at least one year along with complete interest subvention,' Venugopal said, while reading from the resolution.
Congress chief spokesperson Randeep Surjewala said it is tragic that 'we are still lagging behind in establishing a robust and accurate testing regime' for COVID-19 infection.
"Testing, Tracing, Quarantine and Treatment are crucial to containing the disease," he said, reading out from the CWC resolution. -- PTI

Delhi Congress president Anil Chaudhary on Thursday lodged a complaint with the police for registration of a first information report against news channel anchor Arnab Goswami.
Goswami is facing the ire of Congress after his verbal attack on Sonia Gandhi, questioning her 'silence' over the Palghar mob lynching incident, in his programme on Republic Bharat news channel.
The Delhi Congress president in his complaint to Station House Officer of IP Extension police station demanded registration of the FIR against the journalist for alleged 'propagation of hatred, promoting enmity among different religions, and false information through circulation of a falsely defamatory news on Republic Bharat channel'.
Chaudhary said a copy of the complaint has been sent to the Delhi Police Commissioner for action. -- PTI

17:49 6-month-old dies of COVID-19 in Chandigarh
A six-month-old Phagwara girl who had tested positive for coronavirus died at the Chandigarh's PGIMER on Thursday.
The girl was admitted to the Post Graduate Institute of Medical Education and Research (PGIMER) for a corrective heart surgery.
The girl, who was on a ventilator support, had tested positive for coronavirus on Tuesday. She had a congenital heart defect, officials said.
A PGIMER spokesperson said died at 12.47 pm on Thursday.
She was first treated at Phagwara and then at a Ludhiana hospital.
She was later referred to the PGIMER, officials said. She was admitted to the Advanced Paediatric Centre on April 9 but was later shifted to the COVID facility at Nehru Hospital Extension, they said. -- PTI

17:05 5 lakh COVID tests done, but not enough: Govt
Union Health Ministry briefs the media over the Coronavirus crisis:
"In the last 24 hours 1409 positive cases have been reported, which takes India's total confirmed cases to 21,393," Lav Agarwal, Joint Secretary, Health Ministry said. "As on today, we have 12 districts that did not have a fresh case in the last 28 days or more. There are now 78 districts (23 States/UT) that has not reported any fresh cases during the last 14 Days. 4,257 COVID-19 patients, which is 19.89 per cent, have been cured so far."
The Home Ministry clarified to states that in-house care-givers of senior citizens, prepaid mobile recharge utilities and food processing units in urban areas are exempted from lockdown restrictions.
Home Ministry has also allowed shops selling electric fans to operate and the shops that sell educational books for students have also been allowed to operate. "Considering that Indian seafarers are stranded and/or are not able to join duty and that seafarers from other countries may take place of Indian seafarers, MHA has issued Standard Operating Procedures (SOPs) on sign-on/sign-off for Indian seafarers at Indian ports and their movement.
MHA also said that the states are facilitating commercial activities as per MHA guidelines, in areas which are not hotspots or containment zones.
Increase in COVID-19 cases in India more or less linear not exponential. The ministry says India has been able to cut transmission, minimise spread and increase doubling rate.
"We have utilized this time to prepare ourselves for future. Growth has been more or less linear, not exponential, said CK Mishra, Environment Secretary and Chairman, Empowered Group-2.
"On March 23 we've done 14,915 tests across the country and on April 22 we have done more than 5 lakh tests. If a rough calculation is done it is about 33 times in 30 days.This is not enough and we need to ramp testing in this country," the ministry said.
"Last month, the number of dedicated COVID-19 hospitals rose by 3.5 times while isolation beds increased by 3.6 times," the government said.

Even as the Indian Council of Medical Research has allowed plasma therapy for COVID-19 patients in Mumbai on an experimental basis, the challenge is to convince people to donate blood for it, officials said on Thursday. Also, extracting plasma from blood, its testing and then administering it to a patient is a complicated procedure and not as simple as it may appear on paper, they said.
"The therapy involves extraction of plasma from the blood of recovered COVID-19 patients. These people are expected to have good amount of anti-bodies, which, by way of plasma, will be administered to COVID-19 patients," a senior epidemiologist from the Maharashtra health department said. The dose of plasma along with the ongoing medication will help the patient to build immunity as well as recover faster from the infection, he said. However, a Mumbai civic official said till Tuesday, only a couple of persons came forward to donate blood for the therapy, even as nearly 500 people have so far been discharged in the city after recovering from the disease.
"We need to convince them to come forward and help others. After recovering, people have to remain in 14-day mandatory home quarantine from the date of discharge. Hence, it is difficult to collect their blood sample," he said, adding that medically also it is not advisable. The official said plasma therapy is a complicated procedure and not as simple as it may appear on paper. "The extraction of plasma, and its testing is crucial before treating others. It should also have sufficient anti- bodies," he said.
Maharashtra Health Minister Rajesh Tope on Wednesday said the state has received permission from the Indian Council of Medical Research to carry out plasma therapy on COVID-19 patients in Mumbai on an experimental basis.
"The plasma of those who have recovered from coronavirus infection has some antibodies. If these people's plasma is used with utmost precaution, it has proven to be useful," he said. -- PTI

16:19 TV18 Broadcast Q4 profit surges to Rs 142 cr
Media firm TV18 Broadcast Ltd on Thursday reported nearly five-fold jump in consolidated net profit to Rs 141.83 crore for the March quarter of 2019-20 financial year. The company had posted a profit of Rs 29.90 crore for January-March 2018-19, TV18 Broadcast said in a regulatory filing. Revenue from operations was up 20.60 per cent to Rs 1,424.93 crore for the latest as against Rs 1,181.48 crore in the year-ago period. Total expenses were at Rs 1,254.89 crore as against Rs 1,193.50 crore earlier. The company said the outbreak of COVID-19 has no significant impact on its results. -- PTI

Equity benchmark Sensex surged over 483 points on Thursday, tracking gains in IT and banking stocks as expectations of another stimulus package from the government enthused investor sentiment. The 30-share index ended 483.53 points or 1.54 per cent higher at 31,863.08. The broader NSE Nifty advanced 126.60 points, or 1.38 per cent, to settle at 9,313.90. Kotak Bank was the top gainer in the Sensex pack, rallying over 8 per cent, followed by TCS, Infosys, ICICI Bank, HCL Tech and ONGC. On the other hand, Titan, HUL, PowerGrid, NTPC and Nestle India were among the laggards. Indian markets opened on a positive note tracking mostly positive global markets as oil prices were seen rebounding after catastrophic falls a few days back amid some decline in volatility, said Narendra Solanki, Head- Equity Research (Fundamental), Anand Rathi. Market participants also anticipate another stimulus package from the government in the wake of the COVID-19 outbreak, he added.
International oil benchmark Brent crude futures rallied 8.64 per cent to USD 22.13 per barrel. Bourses in Hong Kong, Tokyo and Seoul ended with gains, while Shanghai closed in the red. Stock exchanges in Europe were trading on a mixed note. Traders said concerns over the COVID-19 pandemic kept investors cautious. -- PTI

The Congress has urged the Information and Broadcasting Ministry to take action against senior journalist Arnab Goswami and his TV channel, alleging that they violated broadcasting rules during a show. In a letter to Information and Broadcasting Minister Prakash Javadekar, Mahila Congress chief Sushmita Dev claimed that the content of a show broadcast on Republic Bharat on Tuesday with Goswami as the anchor was "vile, misleading and hateful in nature". The Congress and the BJP on Wednesday sparred over Goswami's remarks on the show aimed at Sonia Gandhi during a discussion on the Palghar incident in which three persons, including two sadhus, were lynched.
"The broadcast in its entirety is a violation of the Programme Code prescribed under the Cable Television Network Rules, 1994," Dev alleged in her letter dated April 22. Meanwhile, two motorcycle-borne persons allegedly attacked Goswami's car in Mumbai and tried to break its glass window when he and his wife were on the way home in the early hours of Thursday, police said. BJP leaders, including party president J P Nadda, condemned the alleged attack on Goswami. PTI

A team of Delhi Police Crime Branch on Thursday reached the farmhouse of Tablighi Jamaat chief Maulana Saad near Kandhla area in Uttar Pradesh's Shamli district. Police did not immediately respond to the purpose of the visit.An FIR was registered against Saad and others under the Epidemic Disease Act 1897 in connection with the congregation held at Markaz Tablighi Jamaat in the Nizamuddin area of the national capital.
The Nizamuddin congregation has become an epicentre of coronavirus spread, with several who attended the event testing positive and infecting hundreds of others across the country.
So far, two notices have been issued to Saad by Delhi Police in the matter. Meanwhile, the Enforcement Directorate has also registered a money laundering case against Saad and others under the Prevention of Money Laundering Act based on a predicate offence registered by Delhi Police. - ANI

Jamia Millia Islamia has started yoga and mindfulness training sessions for the residents of its hostels during the lockdown imposed to control the coronavirus outbreak, officials said. Presently the university has started training sessions for residents of its MMA Jauhar Hall hostel and will gradually provide it for residents of other hostels too, they said. The first such session was held on Tuesday using the Google Meet platform. Varsity's Vice-chancellor professor Najma Akhtar had made suggestions to hold such sessions.

The Delhi government has issued orders for strict compliance of its earlier order for landlords not to demand rent from labourers and students for one month. "District Magistrates shall undertake awareness campaign on the issue particularly in areas having higher density of workers/migrant workers/students to advise affected persons to lodge complaints to police control room by calling 100," the order dated, April 22 read.

COVID-19 is unlikely to be spread through sexual transmission, according to a study that found no evidence of the novel coronavirus in the semen or testes of men. The study, published in the journal Fertility & Sterility, was not comprehensive enough to fully rule out the possibility that the disease could be sexually transmitted. However, the chances of it occurring, based on this limited finding, appear to be remote, the researchers said. "The fact that in this small, preliminary study that it appears the virus that causes COVID-19 doesn't show up in the testes or semen could be an important finding," said James M Hotaling, an associate professor at University of Utah in the US. "If a disease like COVID-19 were sexually transmittable that would have major implications for disease prevention and could have serious consequences for a man's long-term reproductive health," said Hotaling.
The researchers from China and the US launched the study in response to concerns that SARS-CoV-2, the virus that causes COVID-19, could be sexually transmitted like Ebola, Zika and other emerging viral pathogens. They collected semen samples from 34 Chinese men one month, on average, after they were diagnosed with mild to moderate cases of COVID-19. Laboratory tests did not detect SARS-CoV-2 in any of the semen samples, the researchers found.
However, just because the virus wasn't present in the existing semen didn't necessary rule out that it hadn't entered the testes where sperm cells are formed, they said. "If the virus is in the testes but not the sperm it can't be sexually transmitted," said Jingtao Guo, a postdoctoral scientist at the Huntsman Cancer Institute at the University of Utah. "But if it is in the testes, it can cause long-term damage to semen and sperm production," Guo said. -- PTI
15:10 Daily hike of 1000 COVID-19 cases in Singapore
Battling the second-wave of coronavirus infections, Singapore on Thursday reported 1,037 new COVID-19 cases, more than 1,000 of which are foreign workers, including Indian nationals, mostly working in labour-intensive industries and living in packed dormitories. This is the fourth day in a row that Singapore has reported a daily increase of more than 1,000 cases. Twenty-one of the new cases recorded on Thursday are Singaporeans (citizens) or permanent residents who are also foreigners.
The city-state has recorded a total of 11,178 coronavirus infections since the deadly disease broke out here earlier this year. Twelve people have died of COVID-19 related illness. The vast majority of the new cases are work permit holders residing in dormitories for foreign workers, the Ministry of Health said in its preliminary release of figures.
"We are still working through the details of the cases, and further updates will be shared via the press release that will be issued tonight," the ministry said. As of Wednesday, about 2.51 per cent of the 323,000 migrant workers living in dormitories have tested positive, much higher than the prevalence rate of 0.061 per cent among the 664,000 workers not living in dormitories and 0.023 per cent in the community, according to a report by The Straits Times. Most of the migrant (foreign) workers who are infected have mild symptoms and none of them is in intensive care.
Twenty-one dormitories, housing most of the foreign workers, including Indian nationals, have been declared as isolation areas with workers at these lodgings quarantined in their rooms for 14 days. The city-state managed to keep its outbreak in check in the early stages due to widespread testing and contact-tracing, but is facing a fast-moving second wave of infections. -- PTI

At a time when violent crimes, including murder, rape and assault, have plummeted owing to some form of lockdown measures across the world to slow the spread of COVID-19, official figures cited by The Economist have shown a sharp rise in domestic violence--a crime committed in private, inside people's homes.
An analysis on Wednesday, by the London-based weekly magazine of data collected from five big American cities, indicates that although most types of crime have indeed fallen in recent weeks, reports of domestic violence have increased.
Sifting through over 100,000 reports from police departments in Chicago, Kansas City, Los Angeles, Memphis and New Orleans, which all went into lockdown from March 19 to 24, the tabloid learned that total crime soon fell by 25 per cent, compared with the week ending on March 1.
However, reports of domestic violence increased by 5 per cent. Domestic violence is thought to be one of the most under-reported crimes. During lockdown, it maybe even more so.
Forced to stay with a violent family member or partner, it may be more difficult, if not dangerous, for victims to seek help when the abuser is always around.
Earlier this month, UN chief Antonio Guterres also called for measures to address a "horrifying global surge in domestic violence" directed towards women and girls, linked to lockdowns imposed by governments responding to the COVID-19 pandemic.
Citing the records of other countries, The Economist further stated that reports of domestic violence have risen by 30 per cent in France. Some governments have also taken action to stop the abuse of women at homes. In France, victims of domestic violence can visit newly created drop-in centres near supermarkets, or stay in a hotel room at the government's expense.
In Spain, those who would like to report violence at home discreetly can visit a pharmacy and give the code word "Mask 19". The pharmacist will then alert the authorities, the tabloid reported.
Data provided by Denmark's national domestic-violence hotline, Lev Uden Vold (Life Without Violence), show that in the week after the country's lockdown began, total call volumes fell by more than 50 per cent, while calls about emergency shelters--typically from people asking for a place to stay immediately--rose sharply.
In Denmark, the authorities have set up additional temporary shelters to deal with the surge in requests. -- PTI

IndiGo CEO Ronojoy Dutta told employees on Thursday that the airline has decided to roll back the pay cuts, which were announced earlier for senior staff members, for the month of April in deference to the "government's wishes". "However, your Excom (Executive Committee) members and SVPs (senior vice presidents) have volunteered to take pay cuts this month. For everyone else, you can expect your April salaries to be paid without the pay cuts," Dutta told employees through an email, which has been accessed by PTI.
India has been under lockdown since March 25 to curb the coronavirus pandemic. All domestic and international commercial passenger flights have been suspended for this period. As a result, revenues of the Indian aviation industry have been hit hard.
"In deference to our government's wishes of not reducing pay during the lockdown, we have decided not to implement the previously announced pay cuts during the month of April," Dutta added in the email. He had announced on March 19 that the airline was instituting pay cuts for senior employees and he would himself take the highest cut of 25 per cent amid the COVID-19 pandemic that has hit the aviation industry hard.
"I am personally taking a 25 per cent pay cut, SVPs (senior vice presidents) and above are taking 20 per cent, VPs (vice presidents) and cockpit crew are taking a 15 per cent pay cut, AVPs (assistant vice presidents), Bands D along with cabin crew will take 10 per cent and Band Cs five per cent," Dutta had said on March 19. -- PTI

14:22 Pakistan receives $1.39 billion emergency loan from IMF
Cash-strapped Pakistan has received an emergency loan of USD 1.39 billion from the IMF to boost its foreign exchange reserves in the wake of the further economic downturn due to the coronavirus crisis. The USD 1.39 billion loan is in addition to the USD 6 billion bailout package that Pakistan has signed with the International Monetary Fund in July last year to stave off a balance of payment crisis.
"SBP (State Bank of Pakistan) has received $1.39 billion under the Rapid Financing Instrument (RFI) from the IMF," the central bank said in a tweet on Wednesday. Pakistan in March had requested the global money lender for a low-cost, fast-disbursing loan under its Rapid Financing Instrument to deal with the adverse economic impact of COVID-19.
The RFI is used to provide financial assistance to IMF member countries facing an urgent balance of payments need without requiring them to put a full-fledged programme in place. According to a report in The Express Tribune, the USD 1,39 billion loan will push Pakistan's foreign currency reserves apparently to a one-month high above USD 12 billion.
The IMF executive board approved the low-cost emergency loan last week to help Pakistan meet the urgent balance of the international payment needs in the face of the COVID-19 pandemic, according to a recent IMF statement. -- PTI
14:11 FM freezes DA hike, saves Rs 1.20 lakh cr
The finance ministry on Thursday decided to put on hold increment in dearness allowance for 50 lakh central government employees and 61 lakh pensioners till July 2021 due to the COVID-19 crisis. "In view of the crisis arising out of COVID-19, it has been decided that additional instalment of dearness allowance payable to central government employees and dearness relief (DR) to central government pensioners due from January 1, 2020, shall not be paid.
"The additional instalment of DA and DR due from July 1, 2020, and January 1, 2021, shall also not be paid," the Department of Expenditure said in an office memorandum. However, DA and DR at current rates will continue to be paid.
According to sources, the combined savings on account of freezing of these instalments of DA and DR to central government employees and pensioners would be Rs 37,530 crore in the current financial year and 2021-22. Generally, the states follow the Centre order on DA and DR. It is estimated that the savings on suspension of these instalments of DA and DR of state government employees and pensioners will be Rs 82,566 crore, the sources said. Thus, the combined savings of the Centre and states will be Rs 1.20 lakh crore, which will help in fighting the battle against COVID-19 and its fallout.
The last DA hike for central government employees was effected last month effective January 1. 2020. The Union Cabinet had approved a 4 per cent increase in DA for government employees and pensioners to 21 per cent. With Thursday's decision, this 4 per cent hike has been put on hold. -- PTI

China on Thursday announced an additional USD 30 million grant to the World Health Organisation, days after Beijing expressed "serious concern" over US President Donald Trump's decision to freeze the funding for the global health agency over its handling of the COVID-19 crisis. Chinese Foreign Ministry Spokesman Geng Shuang made the announcement at a media briefing.
The grant will be in addition to the USD 20 million provided by China earlier to the WHO. China hinted at stepping up its monetary contribution to the UN health agency on April 15. Beijing's response came a day after Trump announced to put a "very powerful" hold on US' funding to the WHO, accusing the UN agency of being "very China-centric" and criticising it for having "missed the call" in its response to the coronavirus pandemic.
"China expresses serious concern over the US announcement to halt its funding to WHO," another Chinese Foreign Ministry spokesman Zhao Lijian had said in response to Trump's announcement. He said China will always support the Geneva-based WHO in playing an important role in international public health and global anti-epidemic response.
Asked if China will step-up funding to the WHO to replace the US contributions, Zhao had said, "China has provided USD 20 million to the WHO (to fight COVID-19) and we will study the relevant matter", indicating that Beijing was considering to increase its contribution to the global health body.
Both China and the WHO faced serious criticism over lack of transparency especially about the discovery of the coronavirus in December last year and its silent spread in Wuhan until Beijing imposed lockdown in the city on January 23.
By that time, over five million people from Wuhan were reported to have left for holiday destinations at home and abroad to celebrate the Chinese new year, which many allege resulted in the spreading of the deadly virus worldwide. China has denied the allegations of any cover-up, saying it was the first country to report the COVID-19 to the WHO. -- PTI

"Periods don't stop for pandemics," says 12-year-old Shweta Kumari who is short of sanitary napkins because the distribution from her school has either stopped or delayed due to the ongoing lockdown to combat coronavirus. Kumari is not alone in this, several girl students of classes 6 to 12 who are studying in government schools across the country, narrate similar ordeal. They are given sanitary napkins every month under the central government's Kishori Shakti Yojna.
However, distribution of sanitary pads has been disrupted in various states these days as schools are shut due to the lockdown, adding to the woes of students, a majority of who come from lower income group families. Kumari, who studies at a government school in Haryana's Kurkshetra, said,
"The entire focus has been shifted to distribution of masks and sanitiser and nobody is talking about these basics. It is important to save ourselves from the deadly virus but periods don't stop for pandemics."
Geeta, a class 7 student from Alwar in Rajasthan, said, "Even if we get the money to buy it, it is so difficult to step out for women, especially during the lockdown to buy a sanitary napkin. There is door-to-door distribution of masks happening in my locality but no clue about sanitary napkins." Rani Devi, a domestic help in Uttar Pradesh's Bareily, who had switched to using sanitary pads two years ago because of her daughter, has to face the similar situation again.
"I always used cloth during periods until two years back, a teacher from my daughter's school briefed me about the importance of sanitary napkins. My daughter would get it in school and both of us would use it. But now after the lockdown, things are different," Devi said. "We are short of money because my husband used to run a small kiosk for street food, which is now out of business due to the lockdown. It is getting difficult to survive with other essentials, sanitary napkins of course do not figure in that list for us," she added.
Girls in the Delhi government schools are also calling their teachers inquiring about the same. "I have received calls from a few girls as well as their mothers but right now there is no mechanism to ensure delivery of napkins. We have informed higher authorities about the distressed calls," a Delhi government schoolteacher said on condition of anonymity.
Surbhi Singh, a gynaecologist and founder of 'Sachhi Saheli' NGO that works on menstrual health with the Delhi government in its schools, said they have also approached the AAP government on the matter. Union minister Smriti Irani had on March 29 tweeted, "Taking note of growing concern regarding availability of sanitary napkins, Home Secretary to Government of India has issued clarification to chief secretaries of all the states regarding sanitary pads being an essential commodity."
Delhi Cabinet Minister Rajendra Pal Gautam on Tuesday asked the Department of Women and Child Development to explore ways to provide sanitary napkins to women amid the lockdown. The Rajasthan State Child Rights Commission has initiated an inquiry into the matter after the issue was raised by various stakeholders that sanitary pads were not available to girls due to closure of government schools and anganwadi centres. -- PTI

Real estate developers sold 26 per cent less apartments during January-March period across nine major cities as economic slowdown and coronavirus outbreak affected demand, News Corp-backed PropTiger said. In its report 'Real Insight: Q4 FY20', the housing brokerage firm said "a total of 69,235 units were sold during the quarter ending March as against 93,936 units sold during the same quarter last fiscal."
New launches too fell by more than a half to 35,668 units from 72,932 flats during the period under review. Reports by other brokerages and consultants too pointed out that sales have been hit by 30-40 per cent in the first three months of 2020.
"The adverse impact of the coronavirus is visible on housing sales in the last quarter of the previous fiscal because March is usually one of the biggest months for sales,' said Dhruv Agarwala, Group CEO, Housing.com, Makaan.com and PropTiger.com. The lockdown, which has brought most economic activities in the country to a virtual standstill, has hurt all sectors including real estate, he added.
According to the data, housing sales declined in all the nine cities -- Ahmedabad, Bengaluru, Chennai, Gurugram (including Bhiwadi, Dharuhera and Sohna), Hyderabad, Kolkata, Mumbai (including Navi Mumbai and Thane), Pune and Noida (including Greater Noida, Noida Extension and Yamuna Expressway).
In Maharashtra, housing sales in Mumbai declined 14 per cent to 23,969 units while Pune saw 15 per cent fall in demand to 15,523 apartments. Sales in Ahmedabad fell by 36 per cent to 4,549 units, while Bengaluru saw 24 per cent drop to 8,197 units. Chennai witnessed 23 per cent fall in sales at 3,643 units, while Hyderabad recorded 39 per cent slump at 5,554 units. In Delhi-NCR region, Gurugram faced 73 per cent fall in sales at 1,901 flats, while Noida saw 26 per cent decrease at 3,152 units. Residential sales in Kolkata were down 41 per cent to 2,747 units. -- PTI

As many as 70 areas in Palghar district of Maharashtra have been notified as containment zones in view of several coronavirus cases detected there. The containment zones fall under the Vasai-Virar municipal limits, and Dahanu and Palghar talukas, district Collector Kailas Shinde said in an order on Wednesday evening. Only essential services will be operational in the containment zones, he said. Those violating the order will be booked under legal provisions, he added. According to official figures, the district has so far reported 134 coronavirus cases and four deaths. PTI

BJP leaders, including party president J P Nadda, on Thursday condemned the alleged attack on senior journalist Arnab Goswami and targeted the Congress over the incident. Two motorcycle-borne persons allegedly attacked Goswami's car in Mumbai and tried to break its glass window when he and his wife were on the way home in the early hours of Thursday, police said.
Both the attackers have been arrested, they added. Senior BJP leader and Information and Broadcasting Minister Prakash Javadekar also condemned the incident. He said every attack on any journalist is condemnable as this is against democracy and sought action against the accused as per law. Several other BJP leaders also deplored the incident and took aims at the Congress. Goswami, the editor-in-chief and owner of Republic TV, said in a video posted after the incident that he was told by his security guards that the attackers were Youth Congress workers. 12:52 COVID-19 cases in Pak rises to 10,513; 224 deaths
Pakistan on Thursday said it has reported 742 new cases of COVID-19 and 15 more deaths in the last 24 hours, taking the total number of deadly coronavirus infections to 10,513 with 224 deaths in the country. The Ministry of National Health Services said 15 more patients died across the country during the period, taking the toll to 224.
"Punjab reported 4,590 patients, Sindh 3,373, Khyber-Pakhtunkhwa 1,453, Balochistan 552, Gilgit-Baltistan 290, Islamabad 204 and Pakistan-occupied Kashmir reported 51 patients," a statement from the ministry said. Globally, more than 2.6 million people are infected and at least 183,000 killed by the deadly COVID-19, Johns Hopkins University said. Pakistan also said that more than 46,500 citizens have registered on an official portal for repatriation, amidst government efforts to bring back the stranded Pakistanis abroad. -- PTI

12:06 Sonia asks Centre to pay Rs 7,500 pm to jobless
Asserting that 12 crore people have lost their jobs in the first phase of the lockdown, Congress interim president Sonia Gandhi on Thursday said that it is imperative for the government to provide them with immediate financial assistance to each family to tide over this crisis and reiterated that the unemployment is likely to increase further as economic activity remains at a standstill.
"Entitlement of food grains under the National Food Security Act has not yet reached the beneficiaries. 11 crore people who are in need of subsidized food grains, remain outside of the Public Distribution System. It should be our commitment to provide 10 kgs of food grains, 1 kg of pulses and half a Kg of sugar to each person of the family every month, in this hour of crisis," Gandhi at the Congress Working Committee (CWC) meeting today.
"12 crore jobs have been lost in the first phase of the lockdown. Unemployment is likely to increase further as economic activity remains at a standstill. It is imperative to provide at least Rs 7,500 to each family to tide over this crisis. Migrant labourers are still stranded, jobless and desperate to return home. They have been hit the hardest. They must be provided with food security and a financial safety net in order to survive this period of crisis," she said.
The Congress chief said that a special package should be announced urgently for the survival of Micro, Small and Medium Enterprises (MSMEs)."MSMEs employ close to 11 crore personnel today. They make up for one third of the GDP. If they are to be protected from economic ruin, it is imperative that a special package be announced urgently for their survival," she said.
The Congress chief claimed that the Central Government does not appear to have a "clear" idea on how the situation will be managed after May 3, when the ongoing lockdown will end. "A lockdown of the present nature after that date would be even more devastating," she said.Gandhi said that the Congress has repeatedly urged the Prime Minister that there is "no alternative to testing, trace and quarantine programme."
"Unfortunately, testing still remains low and testing kits are still in short supply and of poor quality. PPE kits are being provided to our doctors and healthcare workers but the number and quality is poor," she said.
The Congress chief said that farmers are facing serious difficulties. "The issues of weak and unclear procurement policies and disrupted supply chains need to be addressed without delay. Necessary facilities must be made available to the farmers for the next round of Kharif crops which will begin in the coming 2 months," she said.
In a veiled attack against the Centre, Gandhi said: "The states and local governments are the frontline of the battle against COVID-19. Funds legitimately owed to our states have been held back." -- PTI

11:30 Two cats in New York are first pets in US to test positive for COVID-19
Two cats in New York State have tested positive for the novel coronavirus, marking the first confirmed case of the COVID-19 infection in pets in the US, according to health authorities. The US Centers for Disease Control and Prevention and the United States Department of Agriculture's National Veterinary Services Laboratories said on Wednesday that the two cats, who live in separate areas of New York state, have become the first pets in the country to test positive for coronavirus.
"These are the first pets in the United States to test positive," the two agencies said in a joint statement. The agencies said that both pets had mild respiratory illness and are expected to make a full recovery. COVID19 infections have been reported in very few animals worldwide and mostly in those that had close contact with a person with COVID-19. Even as public health officials are still learning about the virus, there is no evidence that pets play a role in spreading coronavirus to humans in the United States.
The two agencies said that in the New York cases, a veterinarian had tested the first cat after it showed mild respiratory signs even though no individuals in the household were confirmed to be ill with COVID-19. It is likely that the virus may have been transmitted to the cat by mildly ill or asymptomatic household members or through contact with an infected person outside its home. -- PTI

Maharashtra Energy Minister Dr Nitin Raut on Thursday denied any role of the Congress party in the attack on Republic TV editor-in-chief, Arnab Goswami. He added that the latter has tried to insult Congress interim President Sonia Gandhi by using indecent language.
"I don't think that any Congress worker can attack him because Congress has never worked in this manner. The party that has been created by the father of the Nation, Mahatma Gandhi has maintained both moderation and balance since the beginning," said Raut.
"But the way he (Goswami) has tried to insult Congress President by using indecent language, is not only an insult of a woman but of the entire nation. Who gave this right to him? He has lost his mental stability. He does not deserve to be a TV anchor," the Congress leader added.
He added that the Congress will be filing a complaint with the Editors Guild of India calling for action against Goswami. "We condemn the incident but the way he has given the statement is to provoke people," said Raut.
Two persons were arrested on Thursday morning for allegedly attacking Republic TV editor-in-chief Arnab Goswami and his wife Samyabrata Ray in Mumbai. -- ANI

Fitch Ratings on Thursday slashed India's economic growth projections to 0.8 per cent in the current 2020-21 fiscal saying an unparalleled global recession was underway due to disruptions caused by the outbreak of coronavirus pandemic and resultant lockdowns.
In its Global Economic Outlook, Fitch Ratings said India's gross domestic product (GDP) growth will slip to 0.8 per cent for the year April 2020 to March 2021 (FY21) as compared to an estimated 4.9 per cent growth in the previous fiscal. Growth is, however, expected to rebound to 6.7 per cent in 2021-22.
The rating agency predicted two consecutive quarters of contraction or negative year-on-year growth in current fiscal -- (-)0.2 per cent in April-June and (-)0.1 per cent in July-September. This compares to 4.4 per cent estimated growth in January-March.
Growth is expected to rebound to 1.4 per cent in the last quarter of 2020 calendar year. Fitch said the slump in FY21 growth was mainly due to a projected fall in consumer spending to just 0.3 per cent in FY21 from 5.5 per cent a year back and a 3.5 per cent contraction in fixed investment.
The agency has further made large cuts to global GDP forecasts in its latest Global Economic Outlook (GEO) in response to coronavirus-related lockdown extensions and incoming data flows. "World GDP is now expected to fall by 3.9 per cent in 2020, a recession of unprecedented depth in the post-war period," said Brian Coulton, Chief Economist at Fitch Ratings. This would be twice as severe as the 2009 recession. The decline in GDP equates to a USD 2.8 trillion fall in global income levels relative to 2019 and a loss of USD 4.5 trillion relative to pre-virus expectations of 2020 global GDP.
"No country or region has been spared from the devastating economic impact of the global pandemic," the rating agency said.

The death toll due to COVID-19 rose to 681 and the number of cases to 21,393 in the country on Thursday, according to the Union Health Ministry. The number of active COVID-19 cases stood at 16,454, while 4,257 people have been cured and discharged, one patient has migrated, it said. The total number of cases includes 77 foreign nationals. A total of 29 deaths were reported since Wednesday evening, of which 18 fatalities were reported from Maharashtra, eight from Gujarat, two from Rajasthan and one from Delhi, the ministry said.

10:21 26 US Navy ships reported confirmed covid-19 cases onboard
There are 26 US Navy warships currently who have reported positive coronavirus cases onboard, while 14 other ships were also hit by the deadly virus but the crew members have who contracted the contagion have recovered, a senior Navy official told CNN on Wednesday. The 26 ships with current cases are in port or maintenance yards, the official stressed. The Navy is not releasing the names of the individual ships impacted or the exact number of cases because Defense Department policy states that it would risk operational security if the details became public. There are currently 90 ships at sea with no reported cases and the Navy currently has 297 active duty warships.
As of Wednesday morning, 3,578 US service members have tested positive for the virus, including two deaths. Nearly 800 of those cases have come from the outbreak aboard the USS Theodore Roosevelt aircraft carrier where one sailor also died.
More than 4,000 sailors on the Roosevelt had been moved ashore and were scheduled to begin returning to the ship this coming weekend after finishing a 14-day isolation period but that process has been paused because 120 previously asymptomatic sailors tested positive.
As a result the Navy has decided to keep all personnel already ashore in place until it can learn more about how the virus remains active in an asymptomatic person.In a message to his forces obtained by CNN, Pacific Fleet commander, Admiral John Aquilino directed the halting of the release of crew members from "isolation and quarantine" over concerns some may test positive after being released.
He added that "that this will delay progress" towards "deploying units" and emphasized "we must take this action to ensure we get underway with healthy crews.
"The Roosevelt's commander Capt. Brett Crozier was fired earlier this month for what the then acting Navy Secretary Thomas Modly said was poor judgment for too widely disseminating a warning about the spread of virus aboard his vessel, a warning that eventually made its way into the press.
Modly resigned days later over his handling of the incident, actions which included a $240,000 trip to Guam where he slammed Crozier and admonished sailors for giving him a rousing send off in public remarks to the crew.Last week the Navy and the Centers for Disease Control and Prevention launched an investigation into the outbreak aboard the Roosevelt.
That inquiry will look to establish the origin of the outbreak and understand how it spread rapidly on board the ship.The results of a separate Navy investigation into the circumstances of Crozier's memo is expected soon and it is possible he could be reinstated. -- ANI

09:27 India's COVID-19 cases rises to 21,393
India's total number of Coronavirus positive cases rise to 21,393 (including 16,454 active cases, 4257 cured/discharged/migrated and 681 deaths): Ministry of Health and Family Welfare.
Meanwhile, Maharashtra Health Minister Rajesh Tope on Wednesday asked people not to panic over the Centre's health team projections on a surge of COVID-19 cases in Mumbai, stating that the number of hot spots in the state had reduced to five from 14.
He also said that the rate of doubling of cases in the state had improved to 7.01 days from 3.1 days earlier this month."There is no need to panic over the central government's team projections that Mumbai might have 42,604 cases by April 30 and 6.50 lakh patients by May 15," Tope said in an online address to people.
"It is a mathematical model and there is a science about it. However, things here will not be static because every possible effort is being made to reduce the threat and improve situation arising out of COVID-19. The death rate has decreased and the recovery rate is 13 per cent. Even the hotspots have decreased from 14 to five," he added.

He named Sonia several times in the 5.50 minute-video tweet and challenged her to face him.

"Shes quiet today, but I think she feels happy that Hindu sants were killed in a state where Congress has a stake in the government. Struggling to restore normalcy in the United States where COVID-19 has claimed the lives of more than 47,000 people and infected over 8,52,000, President Donald Trump has said that the the country was "attacked".
"We were attacked. This was an attack. This wasn't just the flu by the way. Nobody has ever seen anything like this, 1917 was the last time," Trump told reporters at his daily White House news conference on Wednesday.
He was responding to a question about the growing US national debt as a result of the multi-trillion dollars stimulus packages that his administration has come up with to help people and businesses in distress as a direct fallout of the pandemic.
"We have no choice. Do we have a choice? I'm always concerned about everything. We had to fix this problem," he said.
"We had the greatest economy in the history of the world... Better than China, better than any place," he said.
"We built it in the last three years and then one day, they came and they said you have to close it. Now, we're going to open it again and we're going to be just as strong or stronger but you have to spend some money to get it back open," he said.
"We saved our airlines. We saved numerous companies that are great companies that two months ago were having the best year they've ever had. Now all of a sudden, they're totally shut out of markets," he added.
Trump said the number of new positive cases continue to decline nationwide.
"Recent hotspots appear to be stabilising. They are going in the right direction. Cases in the Boston area are now declining. The Chicago curve appears to have flattened, which is terrific... Detroit has passed its peak," he said.
"These trends demonstrate that our aggressive strategy to battle the virus is working and that more states will soon be in a position to gradually and safely reopen. That's very exciting, he asserted.
Trump said that his administration is working closely with governors to ensure that they have the testing infrastructure in place to reduce further spread of the virus if they're so inclined to use the testing apparatus, including strategies for older individuals, low income Americans, minorities, and Native Americans.
"I'll not rest until that prosperity has been fully restored. I really believe that we're going to lift those numbers higher than ever before, and it will be as long as people might think," he said.
"A lot of very smart people are looking at that and they're betting. You just have to look at what's going on with the stock market, he added.
The administration so far has directed more than USD 7 billion in federal funding to support the development of treatments, diagnostics, and therapies.

In total, 180,289 deaths have been recorded worldwide for 2,596,383 infections. There were 112,848 deaths in Europe for 1,263,802 cases on the hardest-hit continent.
The United States is the country with the most deaths at 45,153, ahead of Italy with 25,085, Spain 21,717, France 21,340 and Britain with 18,100.
