Academicians should ensure access to education for all without compromising on the quality, she said, adding that the UPA government had increased the scholarships for students of economically weaker sections as nobody should be denied access to higher education on economic grounds.
"We started in 2004, by giving priority to elementary education because you all know that there are parts of our country where enrolment in schools were still very low and where the quality of instruction imparted were still very poor."
