The United States has said that terror attacks, like the recent twin bombings in Hyderabad, are doomed to fail.

"I don't think this (Hyderabad blasts) in any way colours the President's perception of the terror network...to try wherever possible to use fear as a political weapon. It is not going to work," White House Spokesman Tony Snow said on Friday.

"The president has talked for a long time that the natural human desire for freedom and self-determination will ultimately crush those who believe that if you don't do what they want, they will terrorise you, they will behead you," he said.

"Al Qaeda tried fear in Iraq and the Iraqi people rose against that," added Snow.

"It doesn't mean that terrorists are simply going to give up; they're not. They're going to do their very best to try to scare people. But they have tried and they have failed," he said.
