In an embarrassment, the Central Bureau of Investigation has informed a Delhi court that it was yet to go through the book written by former a R&AW official, who has already been booked by the investigating agency for alleged violation of Official Secrets Act.
The CBI, which booked Major General (retd) V K Singh on September 19 for allegedly violating Section five of OSA (wrongful communication of information), was taken aback over the questioning by the Additional Sessions Judge Babu Lal, who asked the agency to provide documents pertaining to the violation of law.
Gen Singh wrote a book India's External Intelligence: Secrets of RAW. In his two-page order on an application seeking interim bail by Gen Singh, the judge said since the investigating officer of the CBI has made a statement that the R&AW official would be arrested only after seeking permission by the court, there was no need to pass any order on anticipatory bail.
CBI counsel Dhan Kishore submitted before the court last week, "the book written by the applicant consists of 180 pages and they will have to go through it before the actual nature of information leaked by the applicant is ascertained."
The judge had asked the CBI to place documents before the court and tell the nature of the documents and how they go to infringe the provisions of OSA.
The CBI through its counsel informed the court that it would place before it all the details about the case on November 5, 2007.
While arguing for his client, Khullar provided a copy of the book in the court and claimed that Singh had not violated any provisions of the OSA.
Three months after his book on alleged corruption in the R&AW hit the stands, the CBI raided the house of Gen Singh after the government filed a complaint with the probe agency.
Gen Singh, who was on deputation from the army to R&AW from 2000 till his retirement in 2004 has been booked under Section five (wrongful communication of information) of the Official Secrets Act.
