Hospital staff on strike; Delhi govt invokes ESMA

Seventy five thousand Delhi state government health employees are on a 24-hour strike on Thursday to press their demand for implementation of an agreement with the government, even as the latter invoked the Essential Services Maintenance Act.

The employees are affiliated to the Joint Council of Health Employees.

Justifying its strike, the JCHE said the government had remained totally 'unmoved and not interested to sort out' the grievances of the employees despite 'repeated requests'.

The agreement stipulates the removal of private, contract services in the health sector, correction of anomalies arising out of the implementation of the Fifth Central Pay Commission report and filling up of all posts in health institutions.

JCHE general secretary Ram Kishan said his organisation was forced to call a strike, as there was no response from state Health Minister A K Walia since February 15, 2002 on their plea to implement the agreement.

However, he was ready for talks in a 'peaceful atmosphere'.

But Walia termed the strike 'unwarranted' and said committees had been set up consisting of director, medical superintendent, additional medical superintendent and one representative each from the finance and labour department in each hospital which can be approached by the employees.
