Goyal, who was in the godown of his iron grill manufacturing unit in the Subhash Park Extension area when the assailants struck at around 2030 hours, escaped unhurt.
However, his helper-cum-driver Ram Naresh was injured.
"Three shots were fired by two unidentified persons. We are registering a case of attempted murder and verifying the sequence of events," Deputy Commissioner of Police (North-East district) Vivek Gogia told PTI.
He said Goyal's driver has been sent in for a medical examination and it appeared that he was injured by some broken glass pieces.
Meanwhile, another Shiv Sena leader Abhimanyu Gulati condemned the attack and demanded immediate provision of personal security to Goyal.
"This attack is an attempt to silence the bold nationalist voice of the Shiv Sena. The government should take necessary steps to ensure Goyal's safety and foil the designs of the enemy to create communal disharmony and unrest in the country," Gulati said in a statement in Delhi.
