A bench comprising Justice V N Khare and Justice Ashok Bhan upheld that portion of the high court order, which banned "forceful strike" by political parties and other organisations.
The apex court, however, struck down the high court direction to the Election Commission for de-registration of those political parties which were forcing people to strike.
The court said the democratic right of people to demonstrate for any genuine cause would always be there.
The order came on petitions by the Congress and the Communist Party of India-Marxist challenging the high court order passed a few years back.
