The police arrested the Sena men, including its self-styled area commander Awadh Bihari Pande, during raids conducted at various places in the district, Superintendent of Police Ashok Verma said.
He said 18 people were named accused in the massacre.
Verma said steps had been taken to provide adequate security to the rest of the Rajasthani labourers working on the modernisation of the Sone Canal in the district.
