The report of the civil surgeon of Bokaro revealed that the crew of the Pawan Hans, which the Jharkhand government had hired to fly Kalam, was under the influence of liquor, according to Director General of Police R R Prasad.
"The clinical test of blood and the urine samples of the pilot and the co-pilot confirmed traces of alcohol," the report said.
The Jharkhand government had conducted the inquiry.
The government, however, was waiting for a technical report, which the office of the Director General (Civil Aviation) had to give on the basis of a separate inquiry conducted by it.
The incident had taken place on September 30 last year when the scientist along with state Science and Technology Minister Samresh Singh were about to fly from Bokaro to Ranchi.
The helicopter had fallen from a height of ten meters. The two escaped unhurt, as the ground below was mushy following a downpour.
Sources said the engine of the helicopter, which was of BEL 407 make, had been sent to its manufacturer in America for technical tests.
