Rape charge against Bihar speaker, policemen

A scheduled caste woman has filed a petition in a Bihar court charging state assembly Speaker Sadanand Singh, his brother and a senior police officer with gang rape, illegal confinement and torture.

Reena Devi, a resident of Rangra chowk in Naugachhia district, in her petition submitted on Wednesday to the chief judicial magistrate of Bhagalpur, named Sadanand Singh, his brother Vivekanand Singh alias Mantu Singh, Kahalgaon Deputy Superintendent of Police Shatrughan Singh as well as officers of the Kahalgaon and adjoining Ghogha and Sanokhar police stations in her complaint.

She alleged that on May four, police took her father Jogi Dom into custody in connection with the abduction of the speaker's grandson Sagar, who was rescued from Haldwani in Uttaranchal early in June.

When she went to Kahalgaon police station on May six to enquire about her father, she was put in a lock-up and brutally assaulted by the policemen leading to loss of consciousness.

Later, her father was let off but she was allegedly detained and tortured for 20 to 25 days by some policemen and Sadanand Singh's brother.

Subsequently on June five, she was produced before the speaker who raped her, Reena alleged in her petition.

She has lodged the complaint under various sections of the Indian Penal Code and the Scheduled Caste/Scheduled Tribe Act.

The CJM has assigned the case to first class Judicial Magistrate L L Srivastava.

Sadanand Singh was not available for comment as he was away in Bangalore to attend a meeting of presiding officers from all over the country.
