Second charge sheet filed against former Punjab PSC chairman

The Punjab Vigilance Bureau (PVB) on Saturday filed the second charge sheet against suspended chairman of the Punjab Public Service Commission (PPSC) Ravinder Pal Singh Sidhu in the case relating to his allegedly accepting a bribe of Rs 500,000 from a job aspirant at his official residence in Chandigarh on March 25.

The case was registered at the vigilance police station in Mohali after Sidhu allegedly accepted the money from excise inspector Bhupjit Singh to ensure his selection to the Punjab Civil Services.

The charge sheet was filed by the PVB in the court of Additional Sessions Judge Khushdil at Ropar.

The bureau had on Friday filed a charge sheet against Sidhu and 10 others in connection with another case relating to the alleged recruitment scandal, which was registered at Patiala on April 30.

meanwhile, a Kharar court remanded to police custody till July 18 two accused in the recruitment scandal.

The two - Shamsher Singh, a veterinarian based at Panchkula in Haryana and G S Manchanda, a former banker and alleged hawala operator - were arrested by the PVB on Friday following their surrender.

With their arrest, a total of 12 persons, including Sidhu, have been arrested in this case so far.

The others arrested are Pritpal Singh, a former secretary in the PPSC, Prof Jagdish Kalra of the Chandigarh-based Panjab University, Prof Gurpal Singh of the Patiala-based Punjabi University, Surinder Kaur Manchanda, wife of a former banker allegedly involved in hawala operations, Jagman Singh, a key associate of Sidhu, Paramjit Singh Gill alias Pammi, Randhir Singh Gill alias Dheera, Prem Sagar, owner of a petrol filling station at Moga, and K S Bedi, a former banker.

Three relatives of Sidhu - brother Reetinder Singh, sister-in-law Arjinder Kaur and mother Pritpal Kaur - are absconding.

An application for declaring them as proclaimed offenders could not be taken up by the court on Saturday as the PVB could not produce certain records.

The application would be taken up on Monday.

In another case, the PVB rounded up two former members of the Punjab Subordinate Service Selection Board (PSSSB) from Gurdaspur and Phagwara.

The PPSC recommended candidates for appointment to gazetted and middle level posts while the PSSSB made recommendations for class three and class four posts.

The duo were part of the seven-member board, which was dissolved by the Congress government after it came to power in February.

Munawar Masih was picked up by PVB officials when he was coming out of a church at Gurdaspur along with Union Minister of State for Tourism and local MP Vinod Khanna while Jarnail Singh Wahid was picked up from his residence in Model Town locality in Phagwara.

Earlier on July eight, another member of the board Kulbir Singh Randhawa had been arrested, bureau sources said.

Randhawa was arrested following registration of a case accusing him of amassing property amounting to Rs 25 million (Rs 2.50 crore), they said.

Randhawa allegedly told investigators that Masih and Wahid were his associates, PVB sources told PTI.

All three were members of the PSSSB during the erstwhile Akali Dal-BJP regime, when Parkash Singh Badal was the chief minister.
