"I handed over my resignation to Chief Minister Rabri Devi on Monday night, requesting her to forward the same to Governor V C Pande for acceptance," Sarwar told reporters at his residence in Patna.
Sarwar is a former speaker of the Bihar assembly and a prominent leader of the minority community.
Earlier on Tuesday, agitated opposition members created unruly scenes in the assembly seeking to know from the chief minister about the authenticity of the reports of Sarwar's resignation.
Amid the din, the chief minister told the house that she was not aware of the resignation and denied having received any resignation letter.
Sarwar was not present in the house when the issue was raised. He was not seen in the state assembly on Monday either.
Sarwar alleged that his request to nominate a member to the syndicate of the Rajendra Agriculture University in Pusa was ignored by the RJD supremo.
"I had recommended the name of Shivnandan Singh, but Nilamber Choudhury, Laloo's choice, finally got the job," he said.
"I am also outraged that Urdu is not included in the syllabus of the CBSE course introduced in Bihar," he said.
Sarwar charged the Rabri Devi ministry with ignoring social justice.
He said he would also meet Laloo Yadav to give vent to his grievances but ruled out the possibility of withdrawing his resignation.
