"All in all, there were about 50 children, including eight aged up to 12 years old," Stanislas Borovov said.
An official at the airport had earlier said just eight children were among the passengers, as under Russian airline rules, all those aged over 12 are registered as adults.
All on board the passenger jet, which collided with a cargo plane carrying two people, are believed dead.
Julia Mazanova, head of the airport's press service, told reporters the ill-fated aircraft was relatively new and had been fitted with all the necessary equipment.
"The crew was some of our most experienced. They had been flying international flights for 10 years," she added.
