Highlights of Musharraf's speech

1. Says terrorism is against Pakistan's interest. Slams mullahs and vows to finish religious extremism.

2. Admits Pakistan's image has been tarnished (due to rise in militancy and fundamentalism) .

3. Condemns the attacks on the United States and the Indian Parliament.

4. Bans the Lashkar-e-Tayiba and Jaish-e-Mohammd -- the two terrorist outfits responsible for the attack on Parliament.

5. But refuses to hand over the 20 terrorists wanted by New Delhi. Says if India provides evidence then they will be tried in Pakistan.

6. Admits force cannot resolve (the Kashmir issue) and invites Prime Minister Atal Bihari Vajpayee for talks. Says moral and diplomatic support to the "freedom struggle" will continue and asks the international community to help put an end to "state terrorism" in Kashmir.

7. Says jihad should be directed against the widespread poverty and illiteracy in the country (rather than in Jammu and Kashmir).

8. Asks countrymen not to burst arteries for other Muslims around the world. Reminds them that Pakistan comes first.

9. Decrees that all madrasas must be registered by March-end this year. No new madrasa to open without government permission.

10. Foreign students for admission in madrasa will now have to seek permission of the government.
