ULFA refuses to withdraw preconditions for talks

The United Liberation Front of Asom has refused to withdraw the three conditions, which it had put forward for negotiations, and accused the Centre for not following up on its offer for talks to resolve the insurgency problem in Assam.

ULFA chairman Arabinda Rajkhowa, in a speech delivered on the occasion of the outfit's Raising Day on Sunday, said that the outfit was ready for talks on the basis of three preconditions, but the Centre and the state government were delaying the initiation of the peace process.

"We are ready for talks but the Centre is not. It is neither sincere nor has the will to begin talks, while the state government headed by Tarun Gogoi is also shirking its responsibility," he said.

The three demands are that talks be held in a third country, under the supervision of the United Nations and that the issue of Assam's sovereignty be discussed.
