The outlawed People's War Group (PWG) has asked the Andhra Pradesh government to announce an 'unequivocal' ceasefire as a prelude to a dialogue.
The banned Naxalite outfit also promised to observe a ceasefire.
In a statement to the media, PWG state committee secretary Ramakrishna demanded that the government put an end to combing operations, encounters and harassment of Naxalites with immediate effect to create a congenial atmosphere for the proposed talks.
"The PWG will participate in the talks in accordance with the wishes of the people," he said.
It was the responsibility of the government to create confidence about its sincerity, he added.
Ramakrishna said that the all-party meeting held by the government on March 22 to discuss the modalities for talks with the Naxalites was a positive and progressive step, which reflected the people's victory on the issue.
However, there was no clarity at the all-party meeting on the measures needed to create an atmosphere conducive for holding a dialogue, he said.
"Unless a truce is announced by the government, paving the way for a peaceful atmosphere, the dialogue cannot begin," the PWG leader said.
The state cabinet, which discussed the issue again on April one, decided to convene another all-party meet to discuss the proposed dialogue with the PWG.
