Bhim Singh for J&K govt's dismissal

Jammu and Kashmir National Panthers Party chief Bhim Singh Monday demanded that the Farooq Abdullah Government be replaced by an all-party administration under the governor, for three years.

He also urged the Centre to give passports to all Kashmiris who apply for it. Stating that the government had no locus standi to decide the constitution of the Hurriyat Conference team to Pakistan, Singh said the Hurriyat was neither a delegation of the Indian Government nor a representative of the people of Jammu or Ladakh or even the valley.

The JKNPP would hold a get-together of ''genuine'' representatives of people from both sides of the LOC from May 15-17 in Ajmer, he said.

Among the 100-odd people invited for the meeting are Pakistan Occupied Kashmir leaders Mohd Qayum Khan and Mohd Sultan Mahmood, Dr Karan Singh, Farooq Abdullah, former Jammu and Kashmir chief ministers Mir Qasim and G M Shah, JKNLF president Shaukat Makbool Bhat, all executive members of the Hurriyat Conference and some Europe-based activists.

Claiming that the administration in the trouble-torn state had collapsed and every department had become a ''den of corruption, crimes and militancy'', Singh said in a statement that the National Conference Government should be dismissed under Section 92 of the Constitution of Jammu and Kashmir.

He urged the Central Government to review its ceasefire decision as it had become counter-productive. The government should immediately convene a meeting of the National Integration Council to work out a firm policy on the return of migrants to Kashmir and Muslim majority areas of Jammu, corruption at high levels of the government and other public grievances.
