NHRC summons Bihar chief secy, DGP

The National Human Rights Commission has summoned the Bihar chief secretary and Director General of Police R R Prasad, following the state government's failure to arrest former minister of state Lalit Yadav.

They have been asked to explain the government's position to the commission on February 27.

Yadav was charged with torturing and illegally confining a truck driver and cleaner six months back, but is still at large.

The NHRC took suo motto notice of the incident last July and asked the Bihar Government to keep the commission informed on the progress in the criminal case registered against him. It also asked the state government why "immediate interim relief by way of monetary compensation should not be granted to the driver and cleaner by the government."

The Bihar Government replied that a case had been registered under the Indian Penal Code and SC/ST Crime Prevention Act. It also replied that it had paid 25 per cent of the Rs 50,000 compensation to truck driver Dinanath Baitha. The rest would be paid after the conviction order of the court, the government said.

With the NHRC repeatedly applying pressure on the state government to arrest Yadav, it is to be seen whether it actually manages to arrest him before February 27. If not, the two top officials of the state will have to appear before the commission.
