Police said the assailants opened fire when the RJD activists were returning to Sheikhpura from Barbigha in their vehicle.
Sheikhpura RJD chief Kashi Yadav was among those killed in the attack, they said.
Others killed were Sheikhpura district board member Anil Mahto, panchayat samiti member Umashanker Prasad, Agho Prasad, Sakendra Yadav, Kamlesh Yadav, Sachchidanand Prasad, Naresh Singh and another RJD activist.
The killing sparked protests by RJD supporters who did not allow the bodies to be lifted by the police.
Raids were being conducted at various places to arrest the killers, police said.
Chief Minister Rabri Devi strongly condemned the killing and asked Director General of Police R R Prasad to immediately bring the culprits to justice.
She appealed to the people to maintain peace.
