Justifying the need for the proposed anti-terrorism bill to 'fight a new kind of war', Union Home Minister Lal Kishenchand Advani on Friday said the government is determined to create a new legal infrastructure to combat terrorism.
"Terrorism is a new challenge. It needs a new legal infrastructure and government is determined to create it," he said inaugurating the International Security, Safety and Fire Exhibition - 2001 and launching the consultancy services of Central Industrial Security Force in New Delhi.
He said that after the September 11 attacks in the US, the United Nations Security Council had asked all nations to create such laws to deal with terrorism, and those who finance terrorists.
Stating that he did not agree with those opposing Prevention of Terrorism Ordinance, the home minister said that a 'proper legal regime' was needed to fight terrorism.
"It's a new kind of war in which unknown enemies can operate in unknown ways and cause damage to non-combatants. Innocents become its victims," he said.
