His job as defence minister was 'part time', Singh said adding as soon as the prime minister decides that it was time for someone to hold the defence portfolio, he would be relieved of the same.
But at the same time, Singh told the Rajya Sabha that there was no substance in opposition criticism that not much attention was being paid to the defence ministry because of his dual charge.
He reminded the Congress members that throughout Narasimha Rao's regime, he held additional charge of the ministry.
"For five years, there was no (full-time) defence minister as Rao was holding the portfolio," he said adding it did not mean that the ministry was neglected.
"Not a single important decision with regard to the ministry of defence is permitted to wait more than 24 hours," Singh added.
