Maharashtra Deputy Chief Minister Chhagan Bhujbal has approved the prosecution of Sub-Inspector Manohar Kadam who was leading a platoon of the State Reserve Police that opened fire on an angry mob at Ramabai Ambedkar Nagar in Ghatkopar, north Bombay, on July 11, 1997.
The Maharashtra government will forward the case to Bombay Police Commissioner Mahesh Narayan Singh for appropriate action.
A case is expected to be registered against Kadam at the Pant Nagar police station.
Twelve persons were killed in the incident. The mob was protesting against the desecration of a bust of Dr Ambedkar in the slum colony.
On July 16, 1997, the government had constituted a probe into the incident to determine whether the SRP had overreacted.
The probe, headed by Justice S D Gundewar of the Bombay High Court, passed strictures against Sub-Inspector Kadam and held him responsible for the killings.
The probe, whose report was tabled in the legislative assembly on December 30, 1998, concluded that the sub-inspector's lapses were so glaring and fatal that they could not be overlooked.
The Shiv Sena-Bharatiya Janata Party alliance, which was then in power, accepted the commission's report, but did not implement its recommendations.
