India for counter measures against asylum regime

To discourage terrorists from seeking safe haven through the regime of asylum, India has, in a revised draft of its proposed comprehensive convention to counter terrorism, at the United Nations asked the international community to take appropriate measures before granting this relief.

Giving details of the amended Indian proposal at the sixth committee of the working group on international terrorism, Dr P S Rao, joint secretary and legal adviser in the ministry of external affairs, said the preamble recognises responsibility of states for suppressing acts of international terrorism.

This includes terrorist acts committed or supported by states, directly or indirectly. It also highlights the responsibility of contracting states to ensure that their respective territories are not used for terrorist installations and training camps.

New Delhi's draft emphasises that a terrorist act cannot be justified under any circumstances, whatever be the political, philosophical, ideological, racial, ethnic, religious or other considerations of a similar nature.

India has voiced serious concern over Pakistan abetting and aiding cross-border terrorism in Jammu and Kashmir and other parts of the country in the name of jehad (holy war).
