ISI instigated narco-terrorism network busted, eight arrested

The Delhi police on Monday claimed to have busted a major narco-terrorism network, designed by Pakistan's Inter Services Intelligence, with the arrest of eight Pakistani nationals and recovery of a huge quantity of arms and ammunition, including 15 kilograms of high-grade RDX and 50 kg of heroin, from them.

The eight accused, arrested by the police from Delhi and Rohtak in Haryana in the last four days, were identified as Kamaal alias Billa, Riaz alias Aslam, Shabaaz alias Sripal, Akhtar, Jameel, Aslam, Rafaquat Ali and Abdul Razaaq.

Five accused - Akhtar, Jameel and Aslam, Rafiq Ali and Abdul Razaaq - were on Monday produced before Metropolitan Magistrate M C Gupta who remanded them to 14 days custody for their interrogation after prosecution counsel said kingpin of the accused, Niaz, was yet to be arrested.

He claimed that a Pakistani ISI agent designated as 'Chaudhury' was directly involved in infiltration of these accused with explosives and pleaded for sustained custodial interrogation.

All these Pakistani nationals had entered Indian territory with Niaz on October five and were conspiring to use the explosives in the capital, police said.

Prosecution counsel told the court that Akthar, Jameel and Aslam were on Sunday arrested from Rohtak while Rafiq and Abdul were arrested from Harsh Vihar at Rani Bagh in Delhi.

Earlier, three other accused - Kamaal alias Billa, Riyaz alias Aslam and Shabaaz alias Sripal - were arrested from the Institutional Area in south Delhi following an encounter in which they had fired four shots on the police. However, no policeman was injured in the incident.

The three accused were remanded to 12 days' police custody by a duty magistrate on October 28.

Police claimed to have recovered from their possession three live bombs, detonators, timer pencils, pressure clamps, two .32 revolvers, six live cartridges and 50 kg of heroin worth over Rs 500 million in the international market.

According to police, Jameel was involved in three bomb blasts at the Old Delhi Railway Station and the Red Fort area, respectively, in January and June this year and also in another incident at Turkman Gate in April 1998.

Aslam was involved in nine bomb blasts, including one in Jammu on September 20, they added.

"This is one of the biggest recoveries of narcotics in Delhi and exposes the narco-terrorism face of the ISI. The recovery of these bombs has averted several bomb explosions in the capital," Police Commissioner Ajai Raj Sharma said.

With the arrest of these ISI agents, Delhi Police have also solved many cases of bomb blasts in Delhi and adjoining states including the twin-blasts in front of the Red Fort and a blast at the Old Delhi Railway Station early this year, Sharma claimed.
