HC stays CAT order on promotion of Delhi copsThe Delhi High Court on Wednesday granted respite to 16 assistant commissioners of police whose promotion had been reversed by the Central Administrative Tribunal. It stayed the CAT's order and issued notices to the Union home ministry, Delhi's Lt Governor and police commissioner in this regard. The 16 ACPs filed a writ petition against the December 1999 order of the CAT, which reversed their promotion. The petitioners were promoted as ACPs on October 10, 1994. In June 1999, the home ministry increased the cadre strength from 168 to 278 and upgraded 110 posts in an ad-hoc manner. However, the CAT quashed the ad-hoc promotions and even that of the respondents. They were asked to air their grievance before the Departmental Promotion Committee. The petitioners' grudge is that their promotions came into force much before the ad-hoc promotions. The DPC met twice but their case was not discussed.
