Custody death: NHRC orders interim relief

The National Human Rights Commission has asked the Jammu and Kashmir government to pay an interim relief of Rs 2 lakh to the dependents of Ghulam Rasool, who died in police custody.

The commission has also asked the state government to initiate departmental action against the officials responsible for Ghulam Rasool's death and recover the interim relief "from those delinquent officials who by their illegal acts have incurred the primary liability."

The NHRC took up the case after the post-mortem conducted by a team of doctors revealed that Ghulam Rasool died of cardio-respiratory arrest caused by the dislocation of his cervical spine while in custody.

The post-mortem report also recorded serious ante-mortem injuries revealing that Ghulam Rasul was beaten up in detention.
