HC tells Liberhan not to insist on Kalyan's presenceThe Delhi high court on Tuesday told the Liberhan commission not to insist on the presence of former Uttar Pradesh chief minister Kalyan Singh at its next hearing on September 4. Justice Manmohan Sarin's direction came after the commission failed to file its reply on a petition filed by Singh seeking to quash a bailable warrant against him. Commission's counsel Anupam Gupta asked for two to three weeks. However, Sarin gave the commission two weeks to submit its reply. Singh's counsels M N Krishna Mani and Ajay Agrawal said the commission may summon the other accused. They said Singh cannot be compelled to appear before the commission as criminal proceedings are on in Lucknow. On July 27, the commission had asked him to appear before it and explain the circumstances leading to the demolition of the Babri Masjid in Ayodhya and security lapses which led to the December 6, 1992 incident. On August 17, Singh moved the court, questioning the commission's power to summon witnesses who have been issued notices in criminal proceedings by the Allahabad high court. UNI
