New states by winter session of Parliament: AdvaniUnion Home Minister L K Advani on Tuesday announced that the three newly created states will come into being ''before the first day of the next (winter) session of Parliament.'' Intervening at the parliamentary party meeting of the Bharatiya Janata Party in New Delhi, Advani said the people of Uttaranchal, Jharkhand and Chhattisgarh will rejoice with the formation of the new states. He said the government was alive to tackle terrorism effectively in Jammu and Kashmir. He said the Centre had responded immediately to the autonomy resolution. Advani made it clear that the government's stand on the peace process in the valley was known. There has been a ''marked improvement'' in the ground situation in J&K, he asserted. ''The government is fighting a proxy war. Our efforts are to restore peace in the strife-torn state,'' he assured members. This was the last meeting of the parliamentary party for this session. Prime Minister Atal Bihari Vajpayee, who presided over, expressed happiness that important legislations were passed during the monsoon session. He made particular reference to the constitution amendment bill that was passed and bills for the creation of the three new states. The constitution amendment bill provides for reservation in promotion for scheduled caste and scheduled tribe employees. Vajpayee described the session as useful and purposeful. UNI
