EC calls for strict implementation of model codeThe Election Commission today asked the central and state governments to ensure effective implementation of the model code of conduct banning transfer of officials, laying of foundation stones for projects, grant of financial assistance and other activities in view of the Lok Sabha polls and simultaneous assembly elections in three states. In a communication to the Union cabinet secretary, the state chief secretaries and the chief electoral officers of all the states and Union territories, the Election Commission said there was total ban on transfer of officials connected with the conduct of the elections. If it was necessary to transfer any such official, prior clearance must be obtained from the commission, the communication said. The Election Commission said no grant of financial assistance or announcement to this effect should be made by any minister. No promise should be made about construction of new roads, bridges and provision of drinking water facilities. There should be no ad hoc appointment in any government office and public sector undertaking. Effective implementation of the model code of conduct was intended to ensure that measures by any minister or government did not affect or influence voters in favour of a particular party in power, the communication said. Under the model code, no central and state minister is allowed to enter a polling booth and counting centre in his or her official capacity unless he or she is a candidate or an authorised agent for a candidate.
