Militants 'extending arc of violence' in Jammu: reportFresh attempts are being made by militants in Jammu and Kashmir and their mentors in Pakistan 'to extend the arc of violence in the Jammu region'. They plan to create communal polarisation and develop hideouts in the sensitive areas along the Line of Control, says the home ministry annual report. To achieve this objective the infiltration of men and material from the other side of border is continuing despite increased vigilance of the security forces, says the report. The report says the militants are making desperate efforts to thwart the restoration of the political process by extending their area of activities in Rajouri, Poonch, Doda and Udhampur districts of the Jammu region. All efforts are being made to check infiltration and ensure that the militants did not get entrenched in these sensitive areas, says the report. The number of terrorist incidents have registered a substantial decline last year, the report claims and attributes this to the adoption of a four-pronged strategy to fight militancy in the state. The strategy includes isolation of foreign mercenaries from the people and ensuring a pro-active role for the security forces to neutralise the hostile designs of the militants. Referring to the attacks on civilians, the report says these incidents demonstrate the manner in which the militants have been trying to strike at soft targets in a bid to terrorise the people and vitiate the atmosphere.
