Atomic attack on Kashmir possible, warns NHRCThe National Human Rights Commission has cautioned the Jammu and Kashmir administration that terrorists may use atomic, biological and chemical weapons in future attacks. Addressing a seminar on the effects of militancy on criminal justice system in Jammu Sunday evening, Shanker Sen, the advisor to the NHRC, said the terrorists could use the ABC system. Stressing the need for developing adequate response to these futuristic trends, the NHRC advisor said, "We must also improve the functioning of the police and criminal justice system." He said terrorism has affected the normal functioning of the police. However, short-cut methods should not be used in dealing with insurgents and law should be properly implemented to combat terrorists. Referring to human rights violations, Sen said there had been some exaggeration about certain incidents. But, he added, respecting human rights would check excesses in genuine cases. In his welcome address, Jammu and Kashmir police chief Gurbachan Jagat said his forces were working under difficult circumstances and needed encouragement and incentives to improve their efficiency and commitment. There was also need for enacting new laws in accordance with the latest trends. Jagat suggested that a resolution be adopted or a parliamentary committee set up for reviewing the judicial system to make it more responsive to present needs. UNI
