Ethics code will be used against indiscipline, says Dhawan

Congress general secretary R K Dhawan says the party's ethics code will be applied to Congressmen who voice dissent against the party leadership.

''If there is no peace (in the party), the ethics code will be applied,'' Dhawan, who is also in charge of party affairs in Himachal Pradesh told reporters last night after a meeting of the party's newly-constituted state executive committee in Shimla.

He said indiscipline in the party would not be tolerated whoever was involved in it, adding that there was a consensus in the meeting for ''absolute unity'' in the party. ''Nobody should rush to the press if there are differences between party functionaries. They should not issue statements against one another.'' He said ''free and frank'' discussions were held in the meeting which was attended by about out of the total 68 executive committee members.

Dhawan said there would be close co-operation among party leaders in chalking out the party's plan on the floor of the assembly.

He charged the P K Dhumal government in Himachal Pradesh with trying to create confusion in the rank and file of the state Congress unit. ''Our MLAs have seen through the gameplan of the ruling party to create confusion in the Congress unit,'' he said.

''The Congress had never made such attempts vis-a-vis the Bharatiya Janata Party,'' he claimed.

He said the BJP government was taking credit for the programmes and projects which were initiated by the previous Congress government.
