AP decides against Disturbed Areas Act

The Andhra Pradesh government's 'policy of deterrent action' against the Naxalites is yielding results with more surrenders and encounter deaths, state Home Minister A Madhava Reddy has said.

He said 268 outlaws had surrendered so far in 1998 against the 97 of last year. Around 280 Naxalites have been killed in encounters so far.

In 1997, the corresponding toll was 167 and the year before, 156.

Stating that Naxalite violence had affected developmental activities, he said the state government could now do more in Telengana and other such rebel-infested districts as the people, who had supported the outlaws earlier, were gradually distancing themselves from them.

The minister said the government has deferred the introduction of the Disturbed Areas Act. It had earlier proposed to use it against the Naxalites.

The home minister said a uniform police manual would be brought in by codifying all existing manuals and laws.
