Pakistan presents a non-paper on confidence-building measures in J&KSaisuresh Sivaswamy in Colombo As a sequel to the breakdown in the foreign secretary-level talks between India and Pakistan in Colombo, Pakistan today presented a non-paper on confidence-building measures in Jammu and Kashmir. To relax tension in Jammu and Kashmir, Pakistan suggested the strengthening of the UNMOGIP -- the United Nations observers group -- and the authority to patrol on both sides of the Line of Control, with regular reports to the UN Security Council, release of Kashmiri detainees, removal of Indian army pickets in Srinagar and other Kashmiri towns and villages, phased reduction of Indian troops from Kashmiri town and villages, cessation of search-arrest operations, transmission of information about 'missing persons' in Kashmir, stationing of International Council of Red Cross and UN human rights monitors in Kashmir, recognition of the All Parties Hurriyat Conference as a legitimate Kashmiri representative. Referring to Kashmir as 'Indian-held' through the non-paper, Pakistan said India should consider the above suggestions in the context of seriously addressing the Kashmir problem, which it said was the core problem between the two countries.
