SC takes Centre to task over chaos in DelhiThe Supreme Court today pulled up the executive in the national capital region of Delhi, saying it had done little to implement various directions issued by the court from time to time to reduce vehicular pollution and improve the chaotic traffic conditions. The court gave six weeks to the Centre, the Delhi government, the municipal corporation, the New Delhi municipal committee, the Delhi Cantonment Board and the Delhi Development Authority to comply with its directions to ensure proper management of heavy vehicular traffic. The directions were issued by a three-judge bench, comprising Chief Justice A S Anand, and Justices B N Kirpal and V N Khare, during the resumed hearing of a public interest petition highlighting the menace of vehicular pollution and chaotic traffic conditions in the capital. The court reiterated its order of November 20, 1997 calling for speed governors to be fixed in buses, that buses be made to ply in fixed lanes, that authorised drivers be employed, that bus stops be put up and that experienced drivers in uniform be made to ply school buses. The court said these directions should be implemented in letter and spirit by the transport department and the police and that no court or tribunal should interfere in the implementation process. The court said it was considering to appoint court officers to ensure implementation of its directions by the authorities concerned and observed that if the Delhi government wanted to suggest any names to be included it should provide the names within four weeks.
