Advani announces commission to rework Constitution

The Union government proposes to set up a commission to review the Constitution, Home Minister L K Advani has said.

It would, in all probability, be initiated in September.

''The basics are all ready. It's a question of going to the Cabinet and the government approving. And the commission would report back (before a deadline),'' Advani told a private television channel.

He said the proposed panel would not be barred from including any subject within its purview. However, 'we would see that the basic structure of the Constitution is not affected at all.'

Advani said the basic structure had been identified and established as the concept of democracy rather than any particular form thereof.

''That has been identified by a series of court judgments. They have said that democracy is the basic structure but not parliamentary democracy. Just democracy per se,'' the home minister added.
