Who is Ganga?

When Shantanu expressed his anger at Ganga after their eighth child was born, she said that she was killing her sons because they were born on Earth because of a curse and she freed them from the curse by drowning them. Since Shantanu broke the promise, Ganga left him, and took her son with her.
