Post the Catwoman debacle, Halle Berry was wary of tackling Storm in The Last Stand, till it was made clear that her character would be more pivotal this time.

In the comics, there is a point when Cyclops quits the X-Men, and that is where Storm steps in as leader. This might just be the case with the film.
