DPC investor appoints consultant to assess water pollution

Mauritius-based Capital India Power, an investor in Dabhol Power, has appointed Montgomery Watson Harza as consultant to assess soil and groundwater conditions at the plant site located in the Ratnagiri district of Maharashtra.

Capital India appointed the consultant, also based in Mauritius, in the wake of the second show cause notice issued recently by the Maharashtra Pollution Control Board, asking why the company should not be prosecuted for not taking any steps to prevent contamination of water at the DPC site.

Capital India director Richard Allison has written a letter to MPCB secretary Munilal Gautam, informing him about the appointment of the consultant to prepare a report on leakage of oil and naphtha, which the MPCB said, contaminated the water in the region.

Gautam told UNI on Thursday that the board has received the letter and asked the company to submit the compliance report and explain why it had not taken any step to stop the contamination of the water in the wells around the plant.

The company has violated several norms of Water and Air Pollution Prevention Act, he charged.

MPCB had issued the first notice to the company in April 2001, but did not get any reply. The board then encashed a Rs 1 million bank guarantee in February 2002 for breach of conditions of consent, Gautam added.

Meanwhile, DPC was yet to reply to the show cause notice issued by the MPCB.
